About this file

This document is an Attachment D - Budget for the LGBTQ2SIA+ Student Success Plan 2 grant program. The grant is being offered by the state of Oregon and is open to applicants from Marion County and Salem City. The grant provides funding for the period of July 1, 2022 to June 30, 2023 to support programs that document an understanding of the needs of LGBTQ2SIA+ students and have the potential to become exemplar programs. The budget must include all personnel costs, materials and supplies, travel, administrative and indirect costs, and any other costs associated with providing the LGBTQ2SIA+ services under the grant. Applicants are required to demonstrate equitable distribution of grant funds to ensure maximum participation by community members. The budget narrative and table will be scored together for 20 points, and will need to align with the application sections on student and community voice, partnerships, project overview, activities tables, and project roles. An additional 5 points will come from the Equitable Distribution of Grant Funds section of the rubric.

The budget table includes line items for staff salaries, benefits, professional development, curriculum materials, travel, supplies and equipment, student direct support and incentives, family and community engagement, and partnerships. Applicants must indicate which costs are one-time and would not roll over into a potential grant renewal. The maximum allowable indirect cost rate is 5% for school districts, early learning hubs, educational service districts, and post-secondary institutions, and 15% for community-based organizations, culturally-specific organizations, or providers of early learning services. Tribal governments may use their federally recognized indirect rate up to 15%. Grantees may request to receive up to 25% of their first year's award in advance upon execution of the agreement, with additional funds released upon approval of narrative and expenditure reports.

RFA 00004785 - LGBTQ2SIA+ Student Success Plan

ATTACHMENT D - BUDGET

Budget must include all personnel costs, materials and supplies, travel, administrative and indirect costs, and any other costs associated with the provision of the LGBTQ2SIA+ services under the resultant grant. The funding period of this Grant is July 1, 2022 to June 30, 2023.

2021-2023 Biennium Start-Up Cost Recommendation:

Due to the required start up time for the first 2021-23 Biennium of the LGBTQ2SIA+ Student Success Grant Program, Grantees will have less time than usual to complete grant activities and more money to complete them with. In order to ensure applicants are building sustainable grant program proposals with the potential for renewal, we suggest planning intentionally for items this biennium that are one-time costs.

Please use the right column to indicate which costs are one-time and would not roll-over into a potential grant renewal request.

Applicant’s budget table and narrative should demonstrate equitable distribution of Grant Funds and resources and describe that distribution in the budget strategy. For purposes of the RFA, equitable distribution of Grant Funds means evaluating the overall distribution of Grant funds to ensure maximum participation by community members (see Community Voice definition). For those Projects where one (1) or more partners are involved, each partner must receive an amount of Grant Funds sufficient to complete their work and contribution to the Project goals. This ensures smaller Community-Based Organizations who are Project partners are not inadvertently under-resourced for their work.

Please ensure that the following sections of the application are all represented within the budget narrative or table in order to clearly identify compensation, equitable distribution of funds, and be scored in full: student and community voice, partnerships, project overview, activities tables, and project roles.

Budget Narrative Describe how your project budgeted appropriately for salaries, hourly wages, and FTE. How many of your staff will be provided salaries to, what will be their roles, how much FTE for staff hired will be for the implementation of the proposed Project? How well does your Budget maintain and sustain the work over the proposed grant timeline? How does your budget ensure an equitable distribution of Grant funds to ensure maximum participation by community members? Please use the below space to contextualize the budget table as needed.

Possible score: 25 points - Please see Section 3.4.2 of RFA for evaluation criteria & rubric. The budget narrative and table will be scored together for 20 points, and will need to align with the following application sections: student and community voice, partnerships, project overview, activities tables, and project roles. 5 points will come from the Equitable Distribution of Grant Funds section of the rubric.
