About this file
This document is a survey and recommendations report for the MV Thunderbird vessel, which is owned by the Washington State Department of Parks and Recreation. The vessel is an uninspected 75-foot cargo transport used for maintaining state-owned docks, floats, and buoys in the Puget Sound and San Juan Islands. The survey identifies the vessel's specifications, systems, and equipment, and provides 13 detailed recommendations for refurbishments and repairs, including relocating propane tanks, updating the vessel's stability report, conducting ultrasound inspections of the hull and deck, servicing the life raft and other safety equipment, and improving the electrical system.
The related state and local contract opportunity is a Request for Qualifications and Quotations (RFQQ) issued by the Washington State Parks and Recreation Commission for the refurbishment and repair of the 75-foot MV Thunderbird vessel. The project requires substantial completion by March 4, 2022 in order for the vessel to commence operational work by March 21, 2022. The RFQQ covers multiple counties and cities in Washington State, including King, Snohomish, Skagit, Whatcom, San Juan, Kitsap, Pierce, and Jefferson counties, as well as the cities of Kingston and Kitsap Lake.

MV THUNDERBIRD is an uninspected State owned vessel used for transport of dock and repair equipment for maintenance of state owned parks docks, floats, and buoys. The vessel is not qualified for use as passenger service.
Normal compliment is a Master, and qualified deck hands. Other state employees may be on board for diving purposes.
The vessel is designed as a landing craft with hydraulically operated bow ramp, well deck cargo space, with hollow outboard wing walls back to the engine room bulkhead.
Double bottom tanks extend from the forward end of the well deck back to the engine room bulkhead. The main deck level at wing wall height extends from the engine room bulkhead back to the transom. On the deck aft of the house are the aft hydraulic anchor winch, roller support structure, and aft anchor. Controls are local.
Mooring cleats and double bottom tank vents are found on the top of the wing walls.
Forward to the port wing wall is a machinery space with diesel oil transfer station found with transfer pump, meter, hose with reel, and a nozzle. Access to this space is by a water tight steel door.
Atop the machinery space on the port side is the forward anchor winch with local controls, roller, and Navy style anchor outboard on the hull, secured and shielded.
Adjacent to the anchor winch is the port side ramp winch.
On the starboard side forward is a water tight compartment used for storage and hydraulic valving. A hydraulic crane on a pedestal and hydraulic swivel gear is just aft of the compartment. Controls are local. . Access to this space is by a water tight steel door.
At the after end of the well deck is the engine room access water tight door. In the engine room to port is a John Deere 6076 AFM propulsion diesel, red gear and shafting.
Outboard and aft is the MSD tank. On the starboard side is a John Deere 6076AFM propulsion diesel, and shafting. Outboard is a non integral hydraulic oil tank. Just to starboard off centerline and aft of the propulsion engine is a John Deere 4039 auxiliary engine. Aft in the engine room are the rudder tubes and steering linkages.
Also aft are the engine starting batteries, house load batteries, AC power panels, and engine room distribution panel.
The emergency engine room escape is by a QAWT hatch in aft port overhead.

RECOMMENDATIONS:
MV THUNDERBIRD
Recommendations:
1. Relocate propane tanks for the galley stove to a locker outside living spaces. The new propane locker and feed line installation shall conform with ABYC (American Boat and Yachting Council) Technical Standards A-1. I can forward a copy along with this condition survey. The USCG incorporates the standards of ABYC in their vessel safety regulations.
2. Update the vessel stability report and letter to include any changes made to the structure and tankage since the last report. Specifically noted was the conversion of the two (2) forward double bottom fuel tanks to void spaces. This report should be produced by a professionally licensed engineer accredited by the State of Washington.
There are several Naval Architects who are able to accomplish this recommendation.
3. The professional engineer should be able to determine maximum vessel loads and locations of those loads inside the well deck of the vessel.
4. Modify fuel tank piping to be able to equalize the return diesel from the engines to both tanks to prevent unwanted list of the vessel. A crossover pipe with isolation valves would accomplish this.
5. Sand blast / sand sweep topsides to remove loose built up coatings in order to further inspect condition of hull plating. Ultra Sound Inspection. At haul out, determine the need for bottom blast / sweep.
6. Clean, prepare, and make an Ultra Sound Inspection of the well deck steel plate. Follow USCG percentage rules for replacement of wasted steel plate.
7. Ultra Sound side shell, bottom shell, transom to determine steel wastage.
8. Haul out vessel at a suitable yard for bottom inspection and maintenance. High pressure wash the hull, prep and recoat abraded surfaces with anti corrosive paint, replace wasted zinc anodes, inspect propellers, stern bearings and rudders. Inspect all sea valves and overboard valves. Recommendations to be made after inspections. Before launch apply a coating of anti foulant paint.
9. Chock test all gaskets on doors and hatches. Service all dogs on doors and hatches. Hose test doors and hatches upon completion of any and all repairs.
10. 12V electrical panel on aft engine room bulkhead- remove temporary clip connections, install proper connections. Install cover over electrical panel.
11. Remove regulators and hoses from oxy-acetylene bottles when not in use. Install caps over bottle valves.
12. Service life raft, hydro release, inspect PFD’s and any survival suits, inspect emergency signals for expiration dates.
13. Install heat and smoke alarms in engine room. Heat and smoke alarms in living spaces.
