About this file
This is a Supplementary General Conditions document for Lamar Community College's Repair Roof and Ceiling, Indoor Arena, and Stalls project (Project Number 2024-077M23) in Colorado. The document modifies the standard State Form SC-6.23 General Conditions of the Contract and establishes specific requirements for contractor supervision, project scheduling, and weather-related delay provisions. The project requires the contractor to maintain a superintendent on-site continuously until a Notice of Acceptance is issued or until an alternative arrangement is agreed upon with State Buildings Programs. The contract establishes a specific weather delay provision window between May 3, 2027 and July 20, 2027, during which contractors must incorporate 30 calendar days of expected weather conditions as "Float-time" into their construction schedule.
Extension of time for project completion due to weather will be granted only under specified conditions. Within the May 3 through July 20, 2027 timeframe, weather conditions must be demonstrated as more severe than the expected 30-calendar-day allowance. For weather-related delays outside this window, conditions must exceed the ten-year average for the respective month as evidenced by U.S. Department of Commerce Climatological Data. Extensions beyond the initial 30 calendar days or outside the specified timeframe are granted at a rate of 1.3 calendar days for every day the contractor would have worked but could not due to weather, rounded to the nearest whole calendar day. No time extensions are granted for weather-related work cancellations within the initial 30-calendar-day allowance period.

Where any Article, Paragraph, Subparagraph or Clause of the General Conditions of the Contract is so modified, the unaltered provisions shall remain in full force and effect.
1. ADD paragraph to ARTICLE 7. CONTRACTOR’S SUPERINTENDENCE AND
SUPERVISION as follows:
The Contractor shall keep the superintendent diligently on the work site until a
Notice of Acceptance is issued, or until such time as agreed upon by State Buildings Programs.
2. Modify ARTICLE 38 (7th paragraph) as follows:
Extension of the time for completion of the Work will be granted for delays due to weather conditions only when the Contractor demonstrates that such conditions were more severe than an expected 30 calendar days between May 3, 2027 and July 20, 2027.
This 30 calendar days must be incorporated into the Contractor’s on-site construction time-frame, as “Float-time” as defined in the Project Manual Division 01 32 13 “Schedules and Reports”. For weather-related delays outside of this stated time-frame, conditions must be demonstrated to be more severe than those reflected by the ten-year average for the month, as evidenced by the Climatological Data, U.S. Department of Commerce, for the Project are.
3. Modify ARTICLE 38 (8th paragraph) as follows:
Extension of the time for completion of the Work will not be granted for the 30 calendar days of weather-related work cancellations indicated in the paragraph above. Extension of the time for completion for documented weather-related cancellations in excess of those 30 calendar days, or outside of the May 3, 2027 through July 20, 2027 timeframe will be granted on the basis of one and three tenths (1.3) calendar days for every day that the Contractor would have worked but was unable to Work, with each separate extension figured to the nearest whole calendar day.
