NASA SSC/MAF Laboratory Services
The National Aeronautics and Space Administration (NASA) John C. Stennis Space Center (SSC) Office of Procurement (OP) is seeking potential sources from all categories of Large and Small Businesses with the capabilities and experience to provide the requirement described herein. The purpose of this Sources Sought Notice is to conduct market research to determine potential sources and capabilities of Small Business firms to provide the required services to SSC.
SSC desires to determine if there are Small Business, 8(a) Small Business, HUBZone Small Business (HUBzone), Woman-Owned Small Business (WOSB), Veteran-Owned Small Business (VOSB), Service Disabled Veteran-Owned Small Business (SDVOSB), or other Small Business firms with the capabilities and experience to meet the Government's requirement. The NAICS Code and Size Standard for this requirement are 541380 and $15M, respectively.
The information gathered from this Sources Sought Notice will be used for market research analysis and to determine whether a future procurement may be conducted as a competitive set-aside or issued under full and open competition (unrestricted). The Government reserves the right to consider a Small, 8(a), HUBZone, WOSB, VOSB, SDVOSB, or other small business set-aside based on responses hereto for this requirement. A determination by the Government not to procure this requirement, based upon responses to this notice or other market research, is solely within the discretion of the Government.
NASA/SSC is hereby soliciting information about potential sources to perform scientific laboratory services and specialized technical operations at John C. Stennis Space Center (SSC), MS and Michoud Assembly Facility (MAF), LA. The new contract is expected to be a follow-on to existing contract requirements contained in the Laboratory Services Contract (NNS15AA53C). This service will support NASA programs, resident agencies, commercial tenants, and other organizations which NASA supports under formal agreements. Services for this requirement will include: Contract Management, Logistics and Property Management, Safety, Health and Environmental, General Laboratory Services, Metrology Assurance, Measurement Standards and Calibration Services, Gas and Material Analysis Services, Environmental Laboratory Services, Natural Resources Services, Stennis Institutional Geographic Information System (SIGIS) Services, Mechanical Test Laboratory Services and related operations required to support mission requirements.
Attachment 1 is the Draft Performance Work Statement (PWS). The finalized PWS for the new, follow-on contract will be included in the solicitation. At this time no solicitation exists; therefore, do not request a copy of the solicitation. If a solicitation is released, it and any related documents will only be issued electronically. They would be accessed and downloaded at the Federal Business Opportunities (FBO) website; www.fbo.gov. It is the responsibility of potential offerors to monitor this site for the release of any additional information pertaining to the synopsis or any resulting solicitation.
Potential offerors are asked to complete and electronically submit the attached Statement of Interest spreadsheet (Attachment 2) and narratives to address the information requested below. Submissions should be limited to five pages (Statement of Interest is not included in five page limit), and sent via email to sheldon.l.murphy@nasa.gov by 3:00 pm Central Time on June 20, 2019. Comments or suggestions relevant to this proposed acquisition are welcome and may be included in the submission. DO NOT SUBMIT ANY PROPRIETARY INFORMATION.
Responses must include the following narrative: • Indicate if your interest is directed at the potential prime contract or subcontract level • Name and address of firm • CAGE and DUNS if applicable• Company Point of Contact • Identify ownership and which of the following apply to your company under NAICS 541380: large business, small business, small disadvantaged business, 8(a), HUBZone, small disabled veteran owned, woman owned, etc.• Number of years in business • Affiliate information including: parent company, joint venture partners, potential teaming partners, prime contractor (if potential sub) or subcontractors (if potential prime) • List of customers covering the past five years highlighting relevant work performed. The Government anticipates that a Request For Proposal (RFP) will be issued under Acquisition of Commercial Items and Contracting by Negotiation in accordance with Federal Acquisition Regulation (FAR) Parts 12 and 15 and any resulting award (one award) will be made in the form of a hybrid Firm Fixed Price (FFP) contract for core work and an Indefinite Delivery, Indefinite Quantity (IDIQ) contract for "demand" work.
Respondents will NOT be notified of the results of the evaluation of submissions received. This notice shall not be construed as a formal Request for Quotation (RFQ) or Proposal (RFP) (solicitation). Responses to this notice are not offers and cannot be accepted by NASA to form a binding contract. This notice is not to be construed as a commitment by the Government to make a purchase, nor will the Government pay for the information solicited or be held liable for any information obtained.

6/10/19, 2:05 PM NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT TO SIEMENS SI ACADEMY to provide the following items: ST 6214 – INSIGHT FOR APOGEE SYSTEMS TRAINING, UNDER AUTHORITY OF FAR 13. 106-1(b)(1)(i)
The United States Marine Corps has issued a Special Notice of Intent to award a sole source contract to Siemens SI Academy for ST 6214 - Insight for Apogee Systems Training. The contract is for training services targeting 10 students and will be conducted under Simplified Acquisition Procedures and Other Than Full and Open Competition. The notice was published on December 13, 2024, with a response deadline of December 30, 2024. The procurement will be executed under the authority of FAR 13.106-1(b)(1)(i), which allows for alternative contracting methods. The contract will be awarded to Siemens SI Academy, located in Buffalo Grove, Illinois.

The Marine Corps anticipates making the award on January 10, 2025, and emphasizes that this notice is not a formal solicitation and no contract will be awarded based on responses received. The procurement falls under the Computer Facilities Management Services NAICS category and is classified with the PSC code M1JB for testing and measurement operations.

This solicitation seeks proposals for laboratory services to be provided at NASA's John C. Stennis Space Center in Bay St Louis, MS and Michoud Assembly Facility in New Orleans, LA.
