The Armed Forces Retirement Home (AFRH), an independent executive branch agency, is seeking qualified partners to renovate and manage its historic 9-hole golf course, driving range, and related facilities located in Washington, DC. The U.S. General Services Administration (GSA) will provide administrative support for this Request for Qualifications (RFQ), with the goal of selecting a partner to upgrade and operate the golf course facility. The solicitation is designated as a Total Small Business set-aside, covering approximately 108.5 contiguous acres in the southwestern corner of the AFRH's 272-acre campus. The existing golf course includes a 2,517-yard 9-hole course (par 35), a 5-tee driving range, chipping area, putting green, and a 2,000 square foot clubhouse. Renovation costs are estimated between $3-5 million, with work required on drainage systems, clubhouse improvements, bunkering, and road infrastructure. The place of performance is located in Washington, DC 20011, with AFRH preferring a concessionaire agreement structure but remaining open to alternative arrangements like long-term leases.
