X-RAY DATA ACQUISITION CONTROL (XDAC) SOFTWARE IMPROVEMENTS FOR NSLS-II BEAMLINES
The National Institute of Standards and Technology (NIST) intends to negotiate on a sole source basis under the authority of FAR 13.106-1(b)(1) Soliciting from a Single Source, with Johnny Kirkland, Shoreham, NY for the purpose of executing improvements to the X-Ray Data Acquisition and Control (XDAC) software associated with operations of the NSLS-II beamlines at Brookhaven National Laboratory (BNL). This is a sole source inasmuch as Johnny Kirkland is the exclusive author and developer of the XDAC software. The related interface and all software code are proprietary to the author. A firm fixed-price purchase order will be negotiated and issued on or about 10 Sep 2020 for a 12-mo. period. No solicitation package will be issued. This notice is not a request for competitive quotations; however, interested parties may identify their interest and capability to respond to the requirement. Inquiries will only be accepted via e-mail to randy.schroyer@nist.gov. The government will consider responses received by 5:00PM, EST, 3 Aug 2020. Written responses to this synopsis shall contain sufficient documentation to establish a bona fide capability to fulfill the requirement. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement in the future. Request for Information
This is a Request for Information (RFI) to conduct market research to determine the various sources available to provide the Oracle hardware and software support outlined in detail in the Product Description (PD) and supporting attachments. This RFI does not guarantee the issuance of an RFQ. However, if an RFQ is issued, Department of Veterans Affairs (VA) will follow the Contracting Order of Priority in accordance with Veterans Affairs Acquisition Regulation (VAAR) Part 819.7004. If your company is an authorize reseller for both Oracle hardware and software and has the capabilities required by VA, listed in the PD, please email your response to Joshua Lemonds (joshua.lemonds@va.gov) with an affirmative response that you are an authorize reseller for both Oracle hardware and software and have the capability to meet the Product Description s (PD) requirements. Responses are due 11:59pm EST, August 6, 2020.
Requirement Summary
The Department of Veterans Affairs (VA), Office of Information and Technology (OI&T), Information Technology Operations and Services (ITOPS), Infrastructure Operations (IO), requires hardware and software maintenance for products currently in use at the VA.
The Contractor shall provide firmware upgrades, updates to include major releases, point releases, service releases and security releases of applicable firmware on a quarterly basis, and within forty-eight (48)-hours in cases where a high-risk vulnerability fix becomes available. The Contractor shall provide Oracle Solaris OS upgrades and security fixes, including interim and public releases.

The purpose of this sources sought notice is to conduct market research to determine if responsible sources exist, to assist in determining if this effort can be competitive and to gain market knowledge of potential qualified sources and their size classifications relative to the North American Industry Classification Systems (NAICS) code 334511 for Search, Detection, Navigation, Guidance, Aeronautical, and Nautical System and Instrument Manufacturing, which has a corresponding size standard of 1,250 employees. Responses to this sources sought synopsis will be utilized by the Government to determine the best acquisition strategy for this procurement and make appropriate determinations about potential sources. No solicitation is currently available and as such this is not a request for proposal and in no way obligates the Government to award any contract. A decision to set aside all or part of this requirement is dependent upon a review of the information submitted in response to this sources sought. After review of the responses to this sources sought announcement a synopsis and/or solicitation announcement may be published.
(2) PROGRAM DESCRIPTION: The AIR 5.2 Air Vehicle Modification and Instrumentation (AVMI) department at
NAWCWD requires High-Speed Data Acquisition System (HSDAS) hardware and associated repair services.
(3) REQUIRED CAPABILITIES: HSDAS hardware product enhancements and upgrades, field servicing, and technical
support of the HSDAS units and components, as well as the Airborne Test Instrumentation System (ATIS) and Common Airborne Instrumentation System (CAIS) units. Products required include: antennas, data acquisition, camera/video products, controllers, data recorders, multiplexers, etc.

response, which shall be considered by the agency. The written response shall reference solicitation number N6893618R0077 and provide a capability statement that clearly indicates the firm’s experience, assets, background, and ability to perform the required work without compromising the quality, accuracy, reliability, and schedule.
Contractor responses shall also include the following information:

c) Company's point of contact name, phone, fax, and e-mail;
d) Declaration as to whether a U.S. or foreign company;

The results of the sources sought may also be utilized used to determine if any Small Business Set-Aside
