NIGP 91595: Warning System Services, Citizen

NIGP 91595 Warning System Services, Citizen, an Item code, encompasses the design, development, and deployment of alert and notification systems that deliver emergency warnings and public information through digital channels, streaming platforms, and mass communications infrastructure. State and local governments soliciting under this code are procuring cloud-based emergency notification platforms, integration of early warning alerts into digital ecosystems, flood monitoring and warning technology solutions, and related services including installation, maintenance, technical support, and training. The issuing bodies span state departments (California Governor's Office of Emergency Services, Texas Department of Information Resources, Maryland state agencies), higher education institutions (Montgomery College, Valencia College District), and cooperative purchasing vehicles that serve K-12 school districts and local governments. The scope of work reflects a shift toward multi-channel alert delivery—integrating earthquake early warning and flood early warning systems into streaming services, digital platforms, and cloud-based communications infrastructure alongside traditional sirens and barrier gates.

Geographic activity centers on California, Texas, Maryland, and Florida, with procurement activity also reaching broader constituencies through state cooperative contract vehicles. Representative recent opportunities include the California Governor's Office of Emergency Services' RFI 2026-0101 (posted June 15, 2026, due June 29, 2026) seeking market research on integrating Earthquake Early Warning alerts into streaming platforms and digital ecosystems; Maryland's e526-009 RFP (posted April 30, 2026, due May 13, 2026) for a cloud-based mass emergency communications system administered by Montgomery College; and the Texas Department of Information Resources' RFO DIR-CPO-TMP-608 (due January 21, 2026) for a Master Cooperative Contract covering flood early warning systems technology and services open to state agencies, school districts, and local governments. These solicitations prioritize public-private partnership engagement, cybersecurity compliance, system redundancy, and integration with existing emergency management infrastructure.
