About this opportunity
The Texas A&M University System Office of Procurement & Business Services is requesting proposals for a Hazardous Weather Notification System serving the Texas A&M-RELLIS campus and RELLIS Proving Grounds (more than 2,000 acres) under RFP RELL-27-270, with proposals due November 20, 2026 at 2:00 p.m. Central Time, and a mandatory pre-proposal meeting and site visit on October 27, 2026 at 9:00 a.m. A VetHUB subcontracting goal of 2% of total contract value applies to respondents with anticipated contract values of $100,000 or more over the contract life; all responding vendors must submit a completed Subcontracting Plan demonstrating good faith effort to recruit Texas Comptroller-certified Veteran Heroes United in Business vendors.
The scope includes lightning and hazardous weather detection with cloud-to-ground and cloud-to-cloud lightning detection, tiered hazard alerts, thunderstorm and severe-weather monitoring, and automated mass notification via SMS text, email, web dashboards, and outdoor loudspeaker systems across three priority areas. Respondents must provide fully itemized pricing for detection platform equipment, loudspeaker and public address infrastructure, installation and commissioning labor, recurring service fees and licensing, maintenance and support, and optional enhancements, with audible alerting equipment costs segregated by area to enable phased implementation.
The initial contract term is five years from the effective date, with an option to extend for one additional five-year term upon mutual written agreement. Respondents must hold TX-RAMP certification if their product qualifies as a cloud computing service, provide a completed HECVAT assessment and most recent SOC2 Type 2 report, demonstrate minimum insurance coverage including worker's compensation, automobile liability, commercial general liability, and excess/umbrella liability with specified limits, and furnish at least four client references from the past three years, preferably including two from higher education or public sector entities. Questions are due October 30, 2026; potential additional addenda may be released by November 6, 2026. The anticipated award date is February 1, 2027. Attendance at the mandatory site visit is limited to two representatives per company and requires email confirmation to soprocurement@tamus.edu.
