This Sources Sought announcement is a tool to identify businesses with the capability to accomplish the work. This is not a solicitation. This notice neither constitutes a Request for Proposal, nor does it restrict the Government to an ultimate acquisition approach. It should not be construed as a commitment by the Government for any purpose. Responses to this Sources Sought notice will be used by the Government in making appropriate acquisition decisions. Therefore, no contract award will result from this Sources Sought Notice. The United States Army Corps of Engineers (USACE) Walla Walla District is issuing this notice to measure the interest and availability of other than large business firms, including HUBZone, 8(a) or Service Disabled Veteran Owned Small Business (SDVOSB), Women Owned Small Business (WOSB) or other Small Business concerns that are capable of performing services necessary to monitor, operate, maintain, and treat public facilities and lands. This includes public-use facilities, operational facilities and equipment on lands and waters of the Snake, Clearwater, Palouse, and Tucannon Rivers known as Lower-Granite Lake, Lake Bryan and the upper portion of Lake West (upstream of the Joso Bridge). The contract will be consisting of a base period of one (1) year and four (4) option periods not to exceed one (1) year each. The NAICS code for this procurement is 712190 Nature Parks and Other Similar Institutions with a small business size standard of $7.5 million in average annual receipts. Primary, assignments will be located within the States of Washington, and Idaho. The geographic range of services extends approximately 100 river miles, and encompasses roughly 18,000 acres of land managed by the U.S. Army Corps of Engineers. Services required include, but not be limited to, aspects of the operation and maintenance of wildlife Habitat Management Units (HMUs) managed by Lower Granite Natural Resources, specific to the following: 1. Work shall include planting and irrigating wildlife food plots; 2. establishing and maintaining wildlife shrubs and trees; eliminate non native foliage such as Tree-of-Heaven and Russian olive trees, as well as Blackberry and Indigo shrubs; 3. fence repair; constructing new fence; 4. cleaning vault toilets; 5. removing and disposing of litter; 6. erecting and maintaining goose tubs, quail roosts, and gallinaceous guzzlers; 7. chemical and cultural control of invasive and noxious weeds; insect pest control; 8. operation and maintenance of irrigation systems; 9. custom mowing/swathing and agricultural bailing. In order to determine the extent of industry interest and experience in the requirement, interested firms shall present the following information: (1) Data Universal Number System (DUNS) number and CAGE code; (2) socio-economic classification(s) (e.g., 8(a), small business, small disadvantaged business, etc.) as they relate to NAICS code 712190; (3) a brief overview of the firm's capabilities and experience as they relate to items 1 through 9 of the potential services listed above; (4) describe owned or leased equipment that the firm would use to perform the services identified; (5) discuss the firm's capabilities/qualifications (to include certifications and state(s) registered) as they apply to items. The response to this notice shall be in summary format and shall not exceed three (3) pages. This announcement constitutes a Sources Sought Synopsis (market survey). This is not a Request for Quote (RFQ) or a Request for Proposal (RFP). This announcement is for information and planning purposes only and is not to be construed as a commitment by the Government, implied or otherwise, to issue a solicitation or award a contract.
The U.S. Army Corps of Engineers, Walla Walla District is seeking small business sources for a service requirement entitled: "Lower Monumental Dam Elevator Maintenance". This is scheduled to be issued as Firm-Fixed-Price Service contract.
The purpose of this sources sought is to determine interest and capability of potential qualified small businesses, 8(a)'s relative to the North American Industry Classification code (NAICS) 712190. The Small Business size standard for this NAICS code is $7.5 million average annual revenue. To make an appropriate acquisition decision for this project, the Government may use responses to this sources sought synopsis. The type of solicitation issued and the manner of advertisement may depend on the responses to this sources sought synopsis.

Requirement description for Ice Harbor, McNary and Lower Monumental Projects
Services project: This contract is a firm-fixed-price, performance-based service contract where desired outcomes are defined and measured while contractor methods are generally not constrained or directed. The contractor shall furnish all necessary management, supervision, inspection, personnel, materials, supplies, fuel, equipment, and vehicles, except as otherwise provided for herein, to perform all work required by this contract. The work shall include, but is not limited to, grounds and landscape maintenance, paved surfaces clearing, maintaining hiking trails, irrigation, vegetation removal, debris removal, litter removal, cleaning picnic tables, benches, barbeque grills, fire pits, and janitorial services of restroom facilities as described in the Performance Work Statement (PWS) on lands and waters at the areas in the Contract Areas of Work.
Contract Areas of Work. The areas of this contract are divided into 3 main areas of operation: McNary Project, Ice Harbor Project and Lower Monumental Project. NOTE: Though Hood Park and Hood Boat Basin (Cargill) are technically part of McNary Project due to physical location and campground requirements they will be considered part of Ice Harbor project.
McNary Project: Includes both north and south shores of McNary Lock and Dam Project Area, McNary Wildlife Nature Area, West Park, Spillway Park, Cottonwood Cove, McNary Beach Park, Warehouse Beach Recreation Area, Sand Station Recreation Area, Warehouse Beach HMU, Horse Heave HMU, and the Lewis and Clark Commemorative Trail.
Ice Harbor Project: Includes Hood Park, Hood Boat Basin (Cargill Pond), Ice Harbor Dam site, Overlook Building, North & South Shores, Indian Memorial, Shoreline Road, Charbonneau Park, Fishhook Park, Big Flat HMU, Windust Park, and Matthews Boat ramp.
Lower Monumental Project: Includes Lower monumental Dam site, Devil's Bench Boat Ramp and Ayer Boat Basin.
Site visit: a site visit will be offered approximately 2 weeks after the solicitation is made available to bidders. The solicitation will include details regarding the site visit.
Other information: The solicitation will be posted to the Federal Business Opportunities web site (www.fbo.gov) when released. Quotes/Proposals will be due approximately 30 days after the actual solicitation issuance date.
