For
Other Than Full and Open Competition
1. Contracting Activity : Department of Veterans Affairs, VISN 8, West Palm Beach VA Medical Center, Acquisition Service Center 7, Service Team 3.
The Prosthetics Service at the Tampa VAMC has submitted 2237 # 673-11-2-910-2159, as an Emergency priority, to be processed by ASC 7 (Station 548) for the procurement of Durable Medical Equipment (DME) Services. Estimated cost: $88,000.00.
2. Nature and/or Description of the Action Being Processed:
This action is for a sole source urgent and compelling requirement to provide DME services for patients of the James Haley VA Medical Center in Tampa, Florida and the surrounding area CBOC's. Veterans Medical Supply, Inc. has been providing the necessary services.
There was not a lack of advanced planning for this requirement. Contract VA248-P-1419 was competitively awarded on 06/24/2010 to provide DME services. This contract was terminated for convenience on 01/14/2011 as a result of a protest filed by an unsuccessful offeror. These services are still needed and this temporary bridge contract is required to avoid a break in services while ASC 8 (Station 673) is currently working on getting a new competitive contract in place.
3. Description of Supplies/Services Required to Meet the Agency's Needs:
The requirement is for the storage, delivery/install, and pick-up of VA owned Durable Medical Equipment.

Veterans Medical Supply currently has an entire inventory of VA-Owned DME equipment. Award to another vendor for this bridge contract would cause an unacceptable delay in services. Other capable vendors are encouraged to compete in the long-term DME contract currently being processed by ASC 8 (Station 673).
6.Description of Efforts Made to ensure that offers are solicited from as many potential sources as deemed practicable:
This required action is for a bridge contract to provide services while a long-term contract is put in place. Other vendors capable of providing the required services are encouraged to compete in the long-term DME contract currently being processed.
7.Determination by the Contracting Officer that the Anticipated Cost to the Government will be Fair and Reasonable:
Anticipated costs for this temporary bridge contract are considered fair and reasonable as they are the very same prices from the competitively awarded DME contract VA248-P-1419 that was terminated for convenience on 01/14/2011.
8.Description of the Market Research Conducted and the Results, or a Statement of the Reasons Market Research Was Not Conducted:
This required action is for a bridge contract to provide services while a long-term contract is put in place. Other vendors capable of providing the required services are encouraged to compete in the long-term DME contract currently being processed.

The Government may elect a single or multiple award (multiple vendors may be awarded this contract for the same or similar services) Indefinite delivery, indefinite quantity (IDIQ) contract whereby one or more task orders are placed when ordering services.
GOVERNMENT OWNED ITEMS: Contractor shall deliver or pick up recovered government-owned equipment, e.g. wheelchairs, power chairs, scooters, hospital beds, trapezes, patient lifts, wheelchair lifts, modular ramps, etc., in accordance with the terms, conditions and specifications set forth herein. Deliveries and pickups to be made at such times and in such quantities as required and as specified by the VA Contracting Officer or his/her designee. Delivery and pick up charges shall be in accordance with rates specified.
The Sioux Falls, SD Veterans Administration will be soliciting proposals for DME (Durable Medical Equipment) delivery, pickup, maintenance and repair for one (1) VA Medical Center facilities (assigned outpatient clinics and patients located within the counties listed above).
Contractor shall provide staff to deliver Government Owned Property to identified veterans to include setup and training with beneficiaries, repair services and pickup services when necessary.
Anticipated period of performance will be 01 December, 2016 to 30 November, 2017 with four, one-year option periods to be renewed at the Government's discretion.
Request for Quote (RFQ) (VA263-16-Q-0153) will be issued within 15 days and will contain a service disabled veteran owned small business set-aside.
Any questions shall be submitted to the Contract Officer during the solicitation period to follow. If contractors will submit questions, they are strongly encouraged to do so within five (5) calendar days after issuance of the RFQ. Verbal questions will not be addressed. All responses to questions which may affect offerors will be incorporated into a written amendment to the solicitation.
Offeror's are encouraged and are responsible for routinely checking this web-site for any solicitation amendments that may be issued throughout the proposal period. The dates of the solicitation (and time) will be included in the solicitation document, on page 1.
THIS PROCUREMENT IS SET ASIDE FOR SERVICE DISABELED VETERAN OWNED SMALL BUSINESS (SDVOSB) FIRMS. Contractors are required to be registered with the System for Award Management (SAM), www.SAM.gov, before contract award. SDVOSB Contractors are required to be registered within VETBIZ https://www.vip.vetbiz.gov/ before award of a contract.
