UNICOR intends to enter into a 5 year firm fixed price requirements type contract with an economic price adjustment every 18 months for leather to be used in the UNICOR's Seating Upholstery Leather Program for USP Allenwood, PA, FCI Beckley, WV, Coleman, FL, Florence, CO and Schuylkill, PA. Solicitation number is FN1286-09 and this solicitation is issued as a Request For Proposal(RFP). Vendors will be requested to propose a "Fedfast" line of leather which will deliver to UNICOR in 7 calendar days after receipt of order based on the contractors best sellers, vendors will also propose a "Standard Leather" Offering that will be delivered in 14 calendar days after receipt of order based on the best selling market in the current commercial market. This requirement is being set aside 100% for a small business concern.The minimum delivery order quantity is 1 hide each (approximately 55 cut sq. ft.). Maximum delivery order quantity is 146 hides each (approximately 8,030 cut sq. ft). Variation in quantity + 20% - 5%. Offerors are advised that the Government intends to evaluate offers and award on an all or none basis. Offerors submitting fax proposals shall send the original proposal to the above address within two (2) business days of sending fax proposal. All Offerors must acknowledgment all amendments if any. Offers received after the exact time and date specified will not be considered. The Government intends to award a contract resulting from this solicitation to the responsible offeror whose offer represents the best value to the government. The following factors shall be used to evaluate proposals: Quality of Product, Inventory Management Plan, Past Performance, Price and Green Product. A written notice of award or acceptance of an offer will be mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Under Simplified Acquisition Procedures (SAP), Fish & Wildlife Services, Region 1 Contracting and General Services is seeking quotes for Tannery Services for a total of 5 years (Base + 4 Option Years) NAICS: 316110 Leather and Hide Tanning and Finishing Set Aside: Small Business Need is as follows: Tanned hides (fur skins) as reference materials form the basis for the Morphology Sections mission- critical casework; they are flat-type fur skins of known species which will become standards in our comparative reference collection. We seek to work directly with a commercial tannery with a wide array of tanning methods and materials that can fulfill the needs of the Morphology Section at the US Fish & Wildlife National Forensics Lab in Ashland, OR. Expediency is paramount to preserving the quality of the finished product. If the skins get too hot during transit to a tannery, they would be worthless as a standard and would be destroyed. We need to work directly with a FedEx-friendly company that accepts priority shipments frozen in large plastic coolers. All shipments will be charged to the Lab's Fed Ex Account.
This contract will allow the preparation (i.e., tanning) of numerous mammal hides to be added to the Morphology Collection. The exact number of specimens to be prepared cannot be stated in advance, since preparation time and cost varies widely depending on the condition and size of hide. For example, one shipment may include 10 small frozen mammal hides (bobcat or otter size) and 2 large salted hides (lion and rhea.) Flat skins (no taxidermy mounts) with fur/feathers intact are needed. Desired turn-around time does not exceed 3 to 4 months.
Estimated yearly amount to be spent is around $2500 to $4500. The contract will be awarded using simplified acquisition procedures in accordance with FAR Part 13.

This notice is for the acquisition of commercial supplies and/or services for which the Government intends to negotiate with only one source under the authority of Federal Acquisition Regulation (FAR) Subpart 13.106-1(b) - Soliciting from a Single Source.
The National Library of Medicine (NLM) intends to solicit from and make an award to Pergamena Parchments & Leathers Inc. 11 Factory St, Montgomery, NY 12549 for the services of a professional leather tanner to create 72 leather test samples (five sets of samples at 18 points in accordance with the testing protocols throughout the tanning process) for an ongoing consortia leather research project with NLM, Penn State University, and the Smithsonian Institution.
The History of Medicine Division (HMD) of the National Library of Medicine (NLM) located on the National Institutes of Health (NIH) campus in Bethesda, MD, has a collection of leather used primarily to bind and protect the world’s published medical literatures and historical audiovisuals from present day dating back to the 11th century. The condition of certain items within NLM’s collection shows signs of deterioration. Over the past six years, a consortia research group, comprised of scientist, conservators, and researchers from NLM, Penn State University (Penn State), and the Smithsonian, began a research project to investigate several variating factors, within the leather tanning process that could potentially promote leather deterioration.
This acquisition will be processed under FAR Part 12 - Acquisition for Commercial Items in combination with FAR 13 Simplified Acquisition Procedures, and FAR 16.504 Indefinite Delivery Contracts in accordance with authority 41 USC 3304 Use of Non-competitive Procedures. This requirement will be a single source award in accordance with 16.504 (c)(ii)(b)(1) and (5). This notice incorporates provision and clauses in effect in the FAC 2021-07 effective August 11, 2021, including all FAR Circulars issued as of the date of this synopsis. NLM anticipates that an award will be made on or about September 29, 2021.
The North American Industry Classification System Code (NAICS) for this requirement is 316110 and the business size standard is 500 employees.
It is anticipated that at least ONE (1) Indefinite-Delivery, Indefinite-Quantity (IDIQ) type award will be made from this solicitation in accordance with FAR 52.216-22, and that the award(s) will commence on or about September 29, 2021. The ordering period for any award resulting from this solicitation shall be for five-years. Funds for any obligations associated with the IDIQ will be allocated by task or delivery order. The IDIQ shall be guaranteed for a minimum $25,000 with a maximum of $125,000 for delivery of all products and services specified by each order. Ordering: Task or Delivery orders may be placed as Firm Fixed Price, Time and Material, or Labor Hour as determined by the Contracting Officer (CO) at award. All orders will be confirmed in writing by the CO who is the only individual authorized to place orders binding the Government.
This is not a solicitation for competitive quotations. An RFQ is not available for distribution nor are quotes being requested; however, if an interested party believes that it can meet the requirements, they may submit a price quote in writing along with a statement of capabilities.
