About this vehicle
Naval Facilities Engineering Command established this multiple-award Master IDIQ on December 22, 2020, to procure asphaltic concrete pavement, airfield pavement, roadway and parking lot pavement, and related work including sidewalks, curbs, marking, striping, drainage, and grading within the State of Hawaii. The vehicle's ordering period closed on December 21, 2025, and is no longer active.
The vehicle is fully exhausted. All 19 task orders issued under the $48 million combined potential-value ceiling have been obligated, totaling $34.4 million. The most recent order was awarded on July 13, 2023, making the vehicle dormant for the past three years. Order issuance peaked in 2022 with nine orders, declining sharply to two orders in 2023. All task orders are unrestricted and firm fixed price, ranging from a $5,000 minimum-guarantee order to a $9.2 million job repairing the helicopter parking area at Marine Corps Base Hawaii Kaneohe Bay.
Three prime contractors hold 100 percent of the awards. Jas.w. Cleansvendornametrait.phpglover, LTD. dominates with 12 orders worth $26.9 million combined potential value, capturing 78 percent of the vehicle's work. Kiewit Infrastructure West Co holds six orders for $7.5 million. Road and Highway Builders, LLC earned one order for $5,000. No secondary contractors are present in the portfolio.
Demand concentrates among three Navy customers. The United States Marine Corps placed eight orders for $18 million. Naval Facilities Engineering Command issued six orders for $12.3 million. Naval Installations Command awarded five orders for $4.2 million. Typical task orders range from $300,000 to $3 million and span six to eighteen months of performance. All work occurs at Navy, Marine Corps, and Air Force installations on Oahu and the Hawaiian Islands, including Joint Base Pearl Harbor–Hickam, Marine Corps Base Hawaii Kaneohe Bay, and Camp Smith.
Since ordering has closed and the vehicle's potential value is fully obligated with no new awards since mid-2023, this vehicle offers no current pursuit opportunity.
