About this vehicle
The Naval Supply Systems Command (NAVSUP) awarded a Master IDIQ on September 19, 2016, to provide non-personal contract labor support across the continental United States, Alaska, Hawaii, Washington D.C., Puerto Rico, and Guam in administrative, information technology, maritime material handling, mechanics and maintenance, engineering, financial management, and related support functions. The vehicle's ordering period closed on September 18, 2019, making this vehicle inactive for new task orders and unsuitable for pursuit.
The Master IDIQ was structured as a geographically divided four-area contract—Area I (Hawaii), Area II (Northwest and Southwest), Area III (Southeast), and Area IV (Northeast)—with firm fixed-price task orders under Service Contract Act coverage. Over a four-year period ending in September 2021, NAVSUP awarded 72 task orders with a combined potential value of $125.9 million, of which $114.4 million (91 percent) has been obligated. Task-order activity peaked in 2018 and 2017 with 24 and 21 orders respectively, then declined sharply; only three orders were placed in 2021, the vehicle's final ordering year.
Coastal Management Solutions Inc. dominates the vehicle with 16 orders and $106.5 million in combined potential value—roughly 85 percent of total contract volume. ASR International Corp. holds the second position with 26 orders but only $7.3 million in combined potential value, followed by MCH Consulting Services LLC with 7 orders and $6.5 million. The remainder is distributed across eight additional small firms. Navy agencies account for the vast majority of customer activity; Naval Supply Systems Command, Naval Education and Training Command, and U.S. Pacific Fleet Forces collectively placed 31 of 72 orders (43 percent).
Set-aside designations were mixed across the portfolio: 56 percent of orders carried no set-aside, 36 percent were total small business awards, 7 percent were woman-owned small business, and 1 percent was service-disabled veteran-owned small business. Task orders ranged from under $20 thousand to over $23 million, with most routine operational orders in the $60 thousand to $2 million range. Notable mega-orders included a $23.3 million woman-owned small business delivery order (N0024416D0048-N0018918FZ024) for PSD Region IV and a $10.3 million woman-owned small business order (N0024416D0038-N0018917FZ578) for PSD Area III, both awarded to Coastal Management Solutions Inc.
