About this vehicle
This vehicle is closed and inactive—ordering ended April 14, 2019, and the last task order was awarded September 30, 2015.
The Naval Facilities Engineering Command established the NAVFAC SW Airfield and Paving MACC as a Master IDIQ in April 2014 to procure design-build and design-bid-build construction, repair, and renovation of airfield and heavy-duty paving projects at Navy and Marine Corps installations across the Southwest region, including California, Arizona, Nevada, Colorado, Utah, and New Mexico. The vehicle's shared ceiling was $99 million.
Ordering activity was front-loaded and collapsed early. NAVFAC awarded 23 task orders in 2014 and four more in 2015, then issued no further orders for the four years preceding the April 2019 cutoff. The vehicle obligated all $99.5 million of combined potential value across 27 total task orders, with nearly all work completed by mid-2017. Task-order values ranged from a $5,000 minimum guarantee floor to individual orders exceeding $20 million; the two largest orders—to Baldi Bros. Incorporated and unnamed awardees for runway repairs at Naval Air Weapons Station China Lake and Naval Air Facility El Centro—reached $23.3 million and $20 million respectively.
Competition was concentrated among a tight core of paving contractors. Coffman Specialties, Inc. dominated by order count and value, holding nine orders worth $39.6 million. Baldi Bros. Incorporated held just three orders but captured $38.4 million in potential value. Reyes Construction, Inc. and Granite Construction Company each held six orders, worth $10.8 million and $7.9 million respectively. Six contractors total were awarded, with the top four accounting for 96 percent of orders.
Customer funding came from Naval Facilities Engineering Command (ten orders), Marine Corps (ten orders), Navy Installations Command (four orders), and Naval Air Systems Command Naval Air Warfare Center (three orders). All 27 task orders were competed without set-aside designation. All work was performed at Navy and Marine Corps installations in the Southwest, with geographic concentration at Marine Corps Air Stations Yuma and Miramar in California and Naval Air Weapons Station China Lake.
