About this vehicle
The Department of the Navy Naval Facilities Engineering Command established this Master IDIQ on September 12, 2019, for military construction projects predominantly in Guam and other areas under NAVFAC Pacific cognizance, with a shared ceiling of $990 million and ordering authority that closed on September 11, 2024. The vehicle is now inactive — no further task orders may be placed against it.
Work spans a full range of military construction, including barracks, administrative facilities, communication centers, educational and medical facilities, dining halls, warehouses, ranges, operational and training facilities, roads, bridges, site utilities and infrastructure, dredging, and aviation facilities such as hangars and aprons. All work is firm fixed price, unrestricted competition among awardees, with no small-business set-asides. The solicitation anticipated task orders ranging from $15 million to $150 million over a five-year ordering period.
Twenty-three task orders were awarded; the vehicle obligated $1.03 billion, consuming 100 percent of combined potential value. Activity peaked in 2022 with eight orders; 2023 and 2024 each saw two orders. The most recent award was September 5, 2024. Five prime contractors hold all awards. Hensel Phelps Construction Co and Black Construction-Tutor Perini JV dominate, holding six orders each with combined potential values of $357.5 million and $299.9 million respectively; Gilbane Smcc ECC LLC holds five orders valued at $264.1 million. Caddell-Nan A Joint Venture and Core Tech-Hdcc-Kajima LLC hold the remaining three orders each ($81.5 million and $31.2 million combined potential value respectively).
Nearly all work (22 of 23 orders, $861.7 million) funds Department of the Navy Naval Facilities Engineering Command programs at Guam locations. One order ($172.5 million) funds Department of the Navy Naval Supply Systems Command Engineering Logistics Office. Place of performance is Guam and subordinate areas under NAVFAC Pacific oversight. Four minimum-guarantee task orders were deobligated upon award, leaving 19 active delivery orders with individual ceilings ranging from approximately $24.6 million to $172.5 million.
