About this vehicle

The Department of the Navy Naval Facilities Engineering Command established this Master IDIQ on May 25, 2023 for design-build and design-bid-build construction of natural gas and petroleum, oils, and lubricants (POL) fuel systems projects at Government installations across California, Arizona, Nevada, Utah, Colorado, and New Mexico. The vehicle remains active through May 24, 2031, with approximately 4 years and 10 months of ordering authority remaining.

Scope encompasses new construction, renovation, and repair of fuel storage and distribution systems, cathodic protection systems, spill containment systems, and ancillary support facilities including emergency backup power, fire protection, and control systems. Task orders to date reflect actual delivery against this mandate: recent awards include aircraft refueling facility construction at Marine Corps Mountain Warfare Training Center in Bridgeport, California ($21.6 million), fuel farm upgrades and repair at Naval Air Weapons Station ($5.0 million), subsea pipeline replacement on San Nicolas Island ($14.6 million), and fuel filter separator replacement work ($4.0 million).

Four prime contractors hold all awarded task orders. Nova Group, Inc. dominates by potential value with three orders totaling $31.4 million. Goshawk, LLC holds four orders valued at $23.5 million combined. Pond Constructors Inc. was awarded three orders for $5.1 million. Kinley Construction Company holds a single $5 thousand minimum-guarantee order. Competition concentrates heavily in the top two firms, which account for roughly 90 percent of combined potential value across the vehicle.

Task orders fund a mix of Navy customers: Naval Facilities Engineering Command placed six orders for $22 million combined, Navy Installations Command placed two orders for $8.6 million, and Defense Logistics Agency Energy and Navy Naval Air Systems Command each placed single orders. All 11 awarded task orders carry unrestricted (no set-aside) designations. The vehicle has obligated $60 million against a $150 million combined potential value ceiling, reflecting 100 percent of the current task-order portfolio's potential value already obligated. Award pace has slowed in 2025 (three orders) after consistent four-order years in 2023 and 2024. Individual task-order values range from $430 thousand to $21.6 million, with firm fixed-price pricing across all deliveries.
