About this vehicle
The Department of the Navy United States Fleet Forces Command (Atlantic) awarded this Master IDIQ on August 30, 2016 to perform planned maintenance, emergent and continuous maintenance, and facility maintenance on Littoral Combat Ships homeported primarily in Mayport, Florida, with ordering closed on August 29, 2021. This vehicle is no longer active; the last task order award occurred on September 7, 2021, and four years ten months have elapsed since the ordering deadline.
The vehicle supported 177 task orders over its five-year ordering window, with peak activity in 2020 (60 orders) that declined to 34 orders in the final year. Combined potential value reached $254.1 million, of which $245.3 million has been obligated—97% of the total ceiling. All task orders were awarded unrestricted; no set-aside designations appeared in the portfolio.
BAE Systems Jacksonville Ship Repair LLC dominated the vehicle by value, holding 58 orders worth $141.8 million combined potential value—56% of the vehicle total. Metro Machine Corp followed with 75 orders but only $79.5 million, reflecting lower average order values. Epsilon Systems Solutions Inc. held 42 orders valued at $32.6 million. This three-firm concentration, particularly BAE Systems' value dominance, reflects the specialized nature of LCS maintenance work and the geographic concentration of homeporting and repair infrastructure at East Coast facilities.
Funding was heavily concentrated with US Fleet Forces Command (Atlantic), which placed 165 of 177 orders worth $215.5 million (85% of combined potential value). Naval Sea Systems Command accounted for 11 orders valued at $38.4 million; the Bureau of Naval Personnel placed one order for $96 thousand.
Task orders ranged widely in value and scope. Representative awards included a $33.1 million complex availability for USS Detroit (LCS 7), a $32.8 million emergent repair order for USS Little Rock (LCS 9) addressing port combining gear failure, and a $13.2 million service-restoration availabilityfor USS Milwaukee (LCS 5). Smaller orders included provisioned items procurement (flight deck nets, AC components) in the $50,000–$150,000 range, and emergent maintenance work between $7,200 and $3 million. All orders used firm fixed price contracting. Place of performance included CONUS facilities with subordinate OCONUS maintenance availabilities, reflecting the Atlantic fleet's global deployment posture.
