About this vehicle
Naval Facilities Engineering Command awarded a Master IDIQ for design-build and design-bid-build roofing work at federal installations throughout Hawaii on September 27, 2019, with a shared ceiling of $98 million; ordering closed on September 26, 2024, and the vehicle is no longer active.
The scope encompasses removal of existing roofing (including asbestos-containing materials), lead paint and contaminated materials abatement, flashing and gutter renewal, structural member repair and replacement, solar panel removal and reinstallation, and repair or renewal of asphalt shingle, wood shake and shingle, preformed metal, bituminous built-up, EPDM, elastomeric coating, and modified bitumen roofing systems. The originating solicitation was a sources-sought announcement posted May 23, 2019, and requested firm-fixed-price contracts with a base year plus four option years.
Fourteen task orders have been awarded totaling $22.3 million in combined potential value, of which $21.5 million (96 percent) is obligated. Award activity peaked in 2019 and 2020 with four awards each year, declining to a single award in 2023, the most recent on January 18, 2023. Four prime contractors hold 100 percent of awards: Tabcon, Inc. leads by potential value with $9 million across four orders; Interior Alaska Roofing Inc. holds $5 million across three orders; Southwest Construction & Property Management holds $4.7 million across four orders; and Dawson Enterprises, Inc. holds $3.6 million across three orders. No concentration risk exists; the largest single prime captures less than 41 percent of potential value.
All 14 task orders carry no set-aside designation and are unrestricted. Individual task orders range from $1.3 million to $5.3 million, with typical durations extending 12–18 months. Two customer agencies fund orders in roughly equal measure: Department of the Navy Installations Command placed 8 orders ($10 million potential); Department of the Navy Naval Facilities Engineering Command placed 6 orders ($12.3 million potential). Work locations span multiple Joint Base Pearl Harbor-Hickam facilities and outlying Hawaii installations.
The vehicle is closed to new orders and has minimal remaining capacity, making it unsuitable for new business development.
