About this vehicle
The Naval Facilities Engineering Command established this multiple-award Master IDIQ for design-build and design-bid-build general construction in the South Texas area on September 26, 2019, with a shared ceiling of $99 million and final ordering date of September 25, 2024. The vehicle is now closed to new orders.
The vehicle is fully set aside for total small business under NAICS 236220. Five contracts were awarded to distinct primes, though Web, LLC and Walga Ross Group JV dominate: Web holds seven orders valued at $42.9 million combined potential, and Walga Ross holds three orders valued at $33.2 million combined potential. These two firms account for roughly 82% of the vehicle's combined potential value of $87.4 million. Bristol Design Build Services, LLC; JSR, Inc.; and CCI Utility and Construction Services, LLC round out the awardee base with substantially smaller portfolios.
All $87.4 million in combined potential value has been obligated across 18 task orders. Ordering activity peaked in 2021 with ten orders; the vehicle saw only two awards in 2022, its final active award year. Most recent task orders closed in May 2022, with the last awarded delivery order in May 2023.
Work spans airfield and facilities construction at Naval Air Station Corpus Christi, Naval Air Station Kingsville, and associated outlying airfields. Recent orders include runway and infrastructure repairs, air traffic control tower construction and renovation, potable water lines, communications duct banks, and facility envelope work. Task order values ranged from $1.3 million to $21 million, with firm-fixed-price structures throughout.
Department of the Navy Installations Command placed the largest share of orders by combined value at $46 million across six task orders, while Naval Facilities Engineering Command placed ten orders totaling $26.1 million. A small number of orders funded Defense Logistics Agency Land and Maritime and general Navy requirements. The set-aside distribution shows 56% of orders designated Total Small Business (ten orders) and 44% with no set-aside designation (eight orders).
