About this IDV

The Human Capital and Training Solutions (HCaTS) Unrestricted multiple-award indefinite delivery vehicle was established on May 11, 2016, with a $4.6 billion ceiling and ultimate completion date of September 25, 2026. Administered by the General Services Administration's Federal Acquisition Service as a civilian agency contract with no set-aside designation, this governmentwide contract vehicle enables federal agencies to procure comprehensive human capital development, workforce training, and organizational development services. The HCaTS program provides pre-negotiated pricing and terms through a competitive multiple-award structure, allowing eligible federal agencies to issue delivery orders for services ranging from leadership development and succession planning to career transition assistance and skills training initiatives across the federal workforce.

Serco Inc. has executed two substantial delivery orders under the HCaTS vehicle to support the Department of Labor's Veterans Employment and Training Service (VETS) Transition Assistance Program (TAP). The primary delivery order, awarded September 25, 2024, carries a ceiling value of approximately $190 million and extends through September 24, 2029, tasking Serco with providing comprehensive career development services to transitioning service members and their spouses to facilitate successful transitions into civilian employment. A preceding delivery order awarded September 30, 2019, carried a ceiling value of approximately $140 million with a completion date of January 31, 2025. Both awards utilize labor-hours pricing models, are performed in Washington, DC, and leverage diverse subcontractor teams including women-owned, service-disabled veteran-owned, and small disadvantaged businesses. These delivery orders represent the federal government's continued investment in supporting service member career readiness and civilian workforce integration through contractor-delivered training and employment assistance services.
