Services in support of Decision Support Tools in Personnel Plans & Policy and Distribution & Assignment for Manpower Management and Analysis
Added: February 15, 2008 FISC Norfolk, Contracting Department, Philadelphia Division, Philadelphia, PA intends to solicit on an unrestricted basis for Navy Personnel Research Studies and Technology (NPRST), Millington, TN services that will directly support decision support tools in manpower, personnel, training and education research using Capabilities Generation, Optimization, Experimental Economics, and Modeling & Simulation. The resultant contract will expand research conducted using agent technologies in modeling and simulation for model evaluation, redesign, and development. It will also further research in behavioral economics and its concepts within the policy planning processes, and capabilities and optimization for individual and organizational assessment to utilize and make substitutions within the total force for distribution and assignment. It is anticipated the Navy will solicit for a Cost-Plus-Fixed-Fee type contract for a 12 month base period and 4, 12 month options, totaling 60 months if all options are exercised. The estimated level of effort is 74,100 hours; 370,500 if all options are exercised. Interested vendors will be requested to submit cost and technical proposals. The evaluation for contract award will consider technical more important than cost. The applicable NAICS Code for this requirement is 541720 with a size standard of $6.5 million. Prospective offerors will be able to obtain a copy of the solicitation once it is posted at the Navy Electronic Commerce Online (NECO) website (www.neco.navy.mil). It is estimated the solicitation will be issued on or around 14 March 2008. Prospective offerors shall be registered in the Central Contractor Registration (CCR) database to be considered for award. In addition, prospective offerors are required to go-online to the Business Partner Network at http://orca.bpn.gov to complete their Online Representations and Certifications Application (ORCA) prior to submittal of a proposal.
