The Naval Air Systems Command intends to issue a request for proposal for a multiple-award indefinite-delivery/indefinite-quantity contract to provide software and hardware development, integration, testing, deployment, modification, and sustainment services supporting ten PMA-281 programs ranging from ACAT-II to pre-ACAT efforts. Services shall include feasibility studies, designs, analyses, documentation, development, code delivery, engineering changes, training materials, help desk support, defect corrections, and operations and sustainment. Evaluation criteria will assess relevant experience, past performance, corporate capabilities, and management systems. The final solicitation is expected to be released on FedBizOpps in March 2020, with a response due date of May 2020.
There is no set-aside designation. The primary NAICS code is 541511 and PSC codes D308, R425, and R699. The scope covers domestic programs and foreign military sales requirements. The multiple IDIQ contracts have a period of performance from date of award through April 2025. Delivery orders will be competed amongst awardees for specific program tasks over five years, with an estimated total value between $500 million and $1 billion across all awardees.

PROGRAM BACKGROUND
ERAPSCO is currently the provider of ESS and R&D for PMA-264 Production AN/SSQ & SUS Sonobuoys, and is the incumbent contractor for these efforts. The current Basic Ordering Agreement (BOA) number is N00019-15-G-0008 and consists of both Firm Fixed Price (FFP) and Cost Plus Fixed Fee (CPFF) orders. The current BOA expires on 31 May 2020.
SPECIAL REQUIREMENTS
Performance of this effort requires the contractor to have access to classified information up to and including SECRET. The contractor’s facility must be approved by the Defense Security Service to process and maintain classified material at the SECRET level. The contractor must have computer information systems approved at the SECRET level.
Businesses should be compliant with Software Engineering Institute (SEI) Capability Maturity Model Integration (CMMI) Level III with regards to software development and system integration (hardware, software, testing, and project management).
The proposed acquisition will include a Conflict of Interest Solicitation provision and Contract Clause as set forth in Federal Acquisition Regulation (FAR) Subpart 9.5.
ELIGIBILITY
The applicable North American Industry Classification System (NAICS) code for this requirement is 334511. The Product Service Code (PSC) is AC64. Businesses of all sizes are encouraged to respond; however, each respondent must clearly identify their business size in their capabilities statement.
Requirements: The ESS will be on qualified designs of the AN/SSQ-36, AN/SSQ-53, AN/SSQ-62, AN/SSQ-77, AN/SSQ-101, and AN/SSQ-125 Production Sonobuoys in addition to the production MK-84 SUS device. R&D efforts may include non-recurring engineering (NRE) associated with active and passive sensor improvements such as increased sonobuoy life, additional depth selections, improved passive (DIFAR) performance, integration of digital telemetry, encryption, and communications upgrades. R&D may also include studies, design, development of prototypes, and support of future sonobuoys such as Extended Range Directional Frequency Analysis and Recording (ER-DIFAR) and Navy Underwater Active Multiple Ping (NUAMP).
SUBMITTAL INFORMATION
Interested parties may submit a capability statement identifying their interest and capability to respond to the requirement or submit proposals. Only Capability Statements received on or before 15 calendar days after the posting date of the Notice will be considered by the Government. A determination by the Government not to compete this proposed contract action base upon responses to this Notice is solely within the discretion of the Government. Management approach to staffing this effort with qualified personnel which should address current hires available for assignment to this effort, possible subcontracting/teaming arrangements, and strategy for recruiting and retaining qualified personnel.

The Naval Air Systems Command (NAVAIR) intends to issue a sole source delivery order to The Boeing Company under the terms of Basic Ordering Agreement (BOA) N00019-16-G-0001, on an other than full and open basis, for the procurement of P-8A Poseidon Increment 3 (INC3) Acoustics (I3A) Correction of Deficiency (COD) tasks.
The award is anticipated to be in October 2020. This effort shall be procured pursuant to 10 U.S.C. 2304(c)(1) and FAR 6.302-1, ''Only One Responsible Source and No Other Type of Supplies or Services will Satisfy Agency Requirements."
