About International Foundation For Electoral Systems

International Foundation For Electoral Systems (IFES) is a non-profit organization that provides election support services to advance democratic rights internationally. As described on their website, IFES assists citizens' participation in electoral processes and strengthens electoral systems to promote sustainable democracy globally.

Through prime federal contract awards, IFES has provided election administration services such as election monitoring and observation, civic and voter education, electoral technical assistance, and support for electoral security and logistics. For example, IFES received a $250,000 purchase order from the U.S. Agency for International Development's Central Asia Kazakhstan office to support election monitoring and observation around Uzbekistan's 2021 presidential election.

As a subcontractor, IFES has focused its federal contract work on similar core competencies around election administration, political transitions, governance, and civil society development. Subcontracts were awarded across diverse geographies including Kenya, Cambodia, Burkina Faso, Haiti, Mali, Guinea, the Kyrgyz Republic, Senegal, Yemen, Bangladesh, Nigeria, and Jamaica. Prime contract partners have included DAI Global LLC and the Consortium for Elections and Political Process Strengthening.

Through prime and sub federal grants, IFES has provided targeted technical assistance, trainings, data analysis, advocacy support, network building and convenings to advance inclusive political and electoral processes, transparency, civil liberties, governance reforms, and anti-corruption efforts. Core program areas align with IFES’ mission and leverage State Department and USAID funding opportunities in democracy, human rights and governance such as USAID Foreign Assistance for Programs Overseas and the State Department's International Programs to Support Democracy, Human Rights and Labor. Prime grants have been awarded from State Department bureaus and USAID missions in Pakistan, North Macedonia, the ASEAN region, Lebanon, Cambodia, Barbados, and Panama. Subawards supported similar programming in Sri Lanka, Sudan, Albania, Maldives, Jamaica, Burkina Faso, Nigeria, Venezuela, and Tunisia.
