About Arkansas Division Of Workforce Services
The Arkansas Division of Workforce Services (ADWS), a state government entity registered to receive federal awards since March 2010, serves as the primary workforce development agency for Arkansas. As a U.S. state government agency, ADWS administers comprehensive employment and training services to residents and employers throughout the state by leveraging federal grant funding from the U.S. Department of Labor and Department of Education. The Division does not function as a federal contract prime awardee but maintains an extensive history as a federal grant prime recipient, positioning it as a critical intermediary between federal workforce development resources and Arkansas's local communities, workforce development boards, community colleges, and nonprofit service providers.
ADWS has demonstrated substantial federal grant award activity across multiple workforce development and labor market information programs. The Division has received significant formula and project grants from the Department of Labor's Employment and Training Administration (ETA) including the Workforce Innovation and Opportunity Act (WIOA) Adult Program ($7.2 million), WIOA Dislocated Worker Program ($4.9 million), WIOA Youth Activities Program ($6.2 million), and the large Registered Apprenticeship Cooperative Agreement ($71.6 million), all designed to provide employment training, career services, and supportive assistance to workers with barriers to employment. Additionally, ADWS manages Employment Service/Wagner-Peyser grants ($5.0 million plus) focused on universal labor exchange services, maintains Unemployment Insurance administration programs, and administers trade adjustment assistance and disaster unemployment assistance programs. The Division also receives federal support for specialized programs including the Jobs for Veterans State Grants ($506,994) for disabled veterans employment services through DVOP and LVER positions, the Workforce Data Quality Initiative ($3.2 million cooperative agreement) to enhance longitudinal workforce databases, and adult education and family literacy grants from the Department of Education. Furthermore, ADWS collects labor statistics data in partnership with the Bureau of Labor Statistics under the Labor Force Statistics program (CFDA 17.002), providing critical employment, unemployment, and wage data for current employment statistics, local area unemployment statistics, and occupational employment surveys. Through these grants, ADWS delivers services either directly or via sub-awards to local workforce development boards, community colleges, school districts, and community-based organizations across Arkansas, serving diverse populations including low-income adults, dislocated workers, youth, veterans, and individuals facing employment barriers.
