About this program

The Federal Emergency Management Agency administers the Tribal Homeland Security Grant Program (CFDA 97.150) to fund tribal efforts to prevent, prepare for, protect against, mitigate, and respond to acts of terrorism, with the most recent opportunity due July 24, 2026.

FEMA has posted grant opportunities annually. The FY 2026 solicitation (DHS-26-GPD-150-00-99) opened June 24, 2026, with applications due July 24, 2026. The FY 2025 opportunity closed August 15, 2025. Eligibility is restricted to federally recognized tribal governments. Awards are structured as standard Project Grants with a 36-month period of performance. Sub-applicants and subawards are not permitted. Recipients must accept awards within 60 days of the award date through FEMA's grant management system (FEMA GO), or risk forfeiture of funds.

The program funds discrete projects that build or sustain core homeland security and terrorism-prevention capabilities identified by tribal nations in their Threat and Hazard Identification and Risk Assessment submissions. Performance is measured against capability-building outcomes and project completion metrics. Allowable expenditures align with Planning, Organization, Equipment, Training, and Exercises (POETE) frameworks and must meet the cost-allocation and reasonableness standards of 2 CFR Part 200.

FEMA reviews applications for eligibility and completeness, then scores submissions on Investment Justification elements covering overview, baseline, project management, milestones, and accomplishments. Financial and legal compliance undergoes separate review at headquarters. Recipients expending one million dollars or more in federal awards annually are subject to single or program-specific audit under 2 CFR Part 200, Subpart F. Recipients must file quarterly Federal Financial Reports and semi-annual Biannual Strategy Implementation Reports through FEMA GO, with the final closeout report due 120 days after period of performance end. FEMA conducts ongoing programmatic and financial monitoring. Award documents and supporting records must be retained for at least three years from final Federal Financial Report submission or administrative closeout.
