About this opportunity
The Fiscal Year 2025 Tribal Homeland Security Grant Program (THSGP), administered by the Federal Emergency Management Agency (FEMA), aims to provide funding to federally recognized tribal nations to enhance their capabilities in preventing, protecting against, responding to, and recovering from potential terrorist attacks and other hazards. The program seeks to strengthen tribal homeland security preparedness by supporting investments that address national priorities such as protecting soft targets and crowded places, supporting Homeland Security Task Forces and fusion centers, enhancing cybersecurity resilience, improving election security, and supporting border crisis response. Eligible applicants must be federally recognized Tribal Nations with a law enforcement or emergency response agency, located near critical infrastructure or populous areas. Applications will be evaluated based on their Investment Justification, which includes an overview, baseline, project management, milestones, and potential accomplishments and impacts. The application period opens on August 1, 2025, at 4:00 p.m. Eastern Time and closes on August 15, 2025, at 5:00 p.m. Eastern Time, with anticipated award selection by August 23, 2025.
The total funding available for this grant opportunity is $13,500,000, with 19 anticipated awards ranging from $40,000 to $2,000,000 for eligible Tribal Nations. The period of performance for awarded grants is 36 months, providing recipients with substantial time to implement their homeland security projects. Awards will be made no later than September 30, 2025, and recipients must accept their awards within 60 days of issuance through the FEMA Grants Outcomes (GO) system. Applicants must submit a self-certification form and Investment Justification, with FEMA conducting financial reviews of top-scoring investments to assess budget allowability, allocability, and financial reasonableness.
