About this opportunity
The Federal Emergency Management Agency is soliciting applications for the Fiscal Year 2026 Tribal Homeland Security Grant Program with an application deadline of July 24, 2026 at 11:59 p.m. ET. Eligible applicants are directly eligible tribes as defined under Section 2001 of the Homeland Security Act of 2002, which requires federally recognized status, location in the continental United States, operation of a law enforcement or emergency response agency, and proximity to critical infrastructure or populated areas.
FEMA anticipates distributing $14.25 million across approximately 20 awards, with individual award amounts ranging from $40,000 to $2 million over a three-year budget period running September 1, 2026, through August 31, 2029. No cost share is required. Allowable costs include planning, organization, equipment, training, exercises, construction and renovation, personnel activities, and travel, subject to a 50 percent cap on personnel-related expenses.
The program emphasizes five national priority areas: enhancing protection of soft targets and crowded places; supporting Homeland Security Task Forces and fusion centers; enhancing cybersecurity resilience; enhancing election security; and supporting border crisis response and enforcement. Recipients must adopt and implement the National Incident Management System and complete a Threat and Hazard Identification and Risk Assessment and Stakeholder Preparedness Review by December 31, 2026.
Applications are scored on programmatic effectiveness through merit review. Investments addressing national priorities receive a potential 20 percent score increase, and previously unfunded applicants receive five additional bonus points. Applicants must maintain active registrations with SAM.gov and Grants.gov with a valid Unique Entity Identifier, and the Authorized Organization Representative must be a current employee or official of the tribe duly authorized to apply. Subawards are not permitted. The projected funding selection date is September 1, 2026, with an anticipated award date of September 30, 2026.
The program operates under CFDA number 97.150.
