About this program
The Federal Emergency Management Agency administers the Assistance to Firefighters Grant program (CFDA 97.044) to provide direct funding to eligible fire departments, nonaffiliated emergency medical service organizations, and State Fire Training Academies for equipment, training, personal protective equipment, facility retrofits, emergency response vehicles, health and wellness programs, operational efficiency, and interoperability initiatives; the most recent grant awards were issued on October 2, 2025.
The program has awarded 38,108 grants totaling $6.5 billion in federal obligations since 1997, with activity concentrated in the past five years at roughly 1,700–2,600 awards annually. The portfolio is virtually entirely Project Grants (38,094 awards) with negligible Cooperative Agreement activity (14 awards). Recent awards cluster in the $1.2 million to $2.2 million range for primary grants, with representative recent awards including a $2.2 million grant issued October 2, 2025 (EMW2024FG00985) and a $2.96 million grant issued the same date (EMW2024FG02851), alongside a cohort of smaller awards ranging from $125 thousand to $860 thousand issued September 30, 2025. The portfolio also includes Fire Prevention and Safety grants funded under the same program, with awards in the $1.2 million to $1.6 million band issued October 1, 2025.
The Federal Emergency Management Agency dominates funding at 21,510 awards and $3.26 billion obligated across all activity under the Assistance Listing; the portfolio data reports two distinct funding federal agencies without naming the secondary funder or its share. The combined non-federal match obligation is $380 million against the $6.5 billion federal commitment, indicating modest recipient cost-sharing requirements.
A Notice of Funding Opportunity for FY 2025 AFG (DHS-25-GPD-044-00-98) was posted May 18, 2026 with a due date of June 22, 2026 and accepts applications from county governments, tribal governments, city and township governments, and 501(c)(3) nonprofits. Earlier FY 2024 opportunities closed December 20, 2024. Applicants must register in SAM, obtain a UEI and EIN, create a login.gov account, and apply through FEMA Grants Outcomes (FEMA GO). Recipients may request period-of-performance extensions within 120 days of expiration for compelling legal, policy, or operational challenges, and denied applicants may request reconsideration in writing within 30 days of notification.
