About this opportunity
The Federal Emergency Management Agency (FEMA) is soliciting applications for the Fiscal Year 2025 Assistance to Firefighters Grant (AFG) Program, with applications due June 22, 2026, at 5:00 p.m. Eastern Time. FEMA will distribute $291.6 million across approximately 1,800 anticipated awards. Eligible applicants include fire departments, nonaffiliated emergency medical service (EMS) organizations, State Fire Training Academies, and counties, cities, townships, tribal governments (federally recognized), and 501(c)(3) nonprofits serving those entities. Recipients must provide non-federal cost sharing of 5 to 15 percent depending on jurisdiction population served.
Maximum award amounts range from $1 million for jurisdictions under 100,000 residents to $2.91 million for jurisdictions between 500,001 and 2,500,000 residents, with statutory waivers available up to $6 million or $9 million for larger jurisdictions facing extraordinary needs. Applicants may submit up to three applications: one for Operations and Safety activities, one for Vehicle Acquisition, and one as host partner for a Regional Project.
Allowable activities include training to recognized certifications, equipment acquisition (personal protective equipment, apparatus, tools, communications systems), vehicle acquisition compliant with NFPA 1900 standards, facility modifications (exhaust systems, sprinkler systems, and modifications to protect personnel from known health hazards), and wellness and fitness programs. The program restricts funding for salaries, indirect costs, lobbying, and construction of new facilities.
The period of performance is 24 months with variable start and end dates based on individual award obligation dates. FEMA anticipates award notifications beginning August 31, 2026, with all awards issued by September 30, 2026.
Recipients must achieve NIMS compliance by period of performance end, comply with NFPA and OSHA standards, report to NFIRS or NERIS systems, and maintain aggregate expenditures at 80 percent of average spending from the two preceding fiscal years. Applicants must register in SAM.gov, obtain a Unique Entity Identifier and Employer Identification Number, and designate an Authorized Organization Representative in the FEMA GO system.
The CFDA number is 97.044.
Synopsis
