About this program
The Department of Health and Human Services Health Resources and Services Administration funds traineeship support for graduate students in shortage-discipline public health programs through CFDA 93.964, with the most recent grant award issued September 1, 2014.
This program has not issued new awards since 2014—the last grant opportunity was posted in December 2011 with a March 2012 due date. The portfolio shows 179 total awards spanning from 1996 to 2014, with declining award volume over the past decade: 70 awards in 2003, declining to 16 awards by 2014. The program is dormant from a current funding perspective.
The program funds traineeship support covering tuition, fees, stipends, allowances including travel and subsistence, and dependency allowances for students pursuing graduate training in six core public health disciplines identified as workforce shortage areas: epidemiology, environmental health, biostatistics, toxicology, nutrition, and maternal and child health. Recipients must participate in public health practice-based field placements, particularly in state and local health departments and underserved communities. Eligible applicants include accredited schools of public health and other public or nonprofit private institutions accredited by the Council on Education for Public Health or recognized by the Secretary of Education for graduate or specialized training in public health.
The assistance-type portfolio is 93 percent Formula Grants, with smaller shares of Block Grants (6 percent) and a single Project Grant (1 percent). The Health Resources and Services Administration is the sole funder across all 179 awards. Combined federal dollars obligated total $10.3 million, with individual 2014 awards ranging from approximately $98 thousand to $150 thousand, and 2012 awards ranging from under $1 thousand to $86 thousand, reflecting variability in institutional allocation formulas.
No current grant opportunities are posted. The program should be considered inactive unless a new opportunity emerges.
Objective and description
- Objective
The purpose of this grant program is to provide grants to accredited schools of public health and to other public or nonprofit private institutions accredited for the provision of graduate or specialized training in severe workforce shortage disciplines of public health. The PHT Program will provide traineeship support to cover the costs associated with tuition, fees, stipends and allowances (including travel and subsistence expenses and dependency allowances) for students pursuing graduate training or specialized education in six core public health disciplines (epidemiology, environmental health, biostatistics, toxicology, nutrition and maternal and child health) identified in the legislative language as severe workforce shortage areas. The traineeship support is to encourage students to pursue and continue their training in the public health shortage disciplines identified. Students receiving traineeship support must also participate in public health practice-based field placements particularly in state and local health departments and/or in underserved communities.
