About this program
The Department of Health and Human Services Health Resources and Services Administration funds reimbursement for unreimbursed oral health care costs and clinical education at accredited dental schools and programs serving low-income people with HIV, under Assistance Listing 93.924, with the most recent grant awards made in September 2025.
The program operates two distinct tracks: the Dental Reimbursement Program (DRP), which reimburses accredited dental schools and dental hygiene programs for uncompensated costs of care provided to people with HIV in the prior fiscal year (July 1 through June 30), and the Community Based Dental Partnership Program (CBDPP), which provides up to five years of support for community-based dental education and training in underserved areas. The DRP uses a formula-based distribution model—applicants meeting eligibility criteria receive reimbursement calculated by dividing each applicant's unreimbursed costs by total unreimbursed costs across all applications, then multiplying by available funds. CBDPP awards proceed through objective review committee evaluation.
Grant activity remains steady. The program has awarded 979 grants since 2002, with 45 to 48 awards per year over the past five years. The most recent award date is September 30, 2025. Combined federal dollars obligated total $260.8 million, with negligible non-federal match ($262 million total obligation). The portfolio is dominated by Project Grants (978 of 979 awards). Both funding lines fall under the same federal agency, the Health Resources and Services Administration.
Recent awards reflect the program's core function. JSI Research & Training Institute received $2.4 million for a learning collaborative establishing a virtual forum for CBDPP staff to share best practices in community-based dental education and oral health–primary care integration. The Institute for Advanced Medicine Dental Clinics received $749,098 for reimbursement of dental care costs and resident training. University of Puerto Rico School of Dental Medicine received $4,736 for reimbursed education and training expenses. UCLA School of Dentistry received $1,175,144 in reimbursement based on $2,627,437 in documented unreimbursed costs for fiscal year 2024.
Two opportunities are currently open: HRSA-26-085, the Dental Reimbursement Program soliciting applications due July 10, 2026, is open to accredited dental schools and hygiene programs seeking reimbursement for prior-year costs. HRSA-25-103, the Learning Collaborative for HIV Oral Health and Primary Care Integration, is a single-entity cooperative agreement (due August 12, 2025, now closed to new submissions) that funded JSI to establish a 24-month virtual learning forum.
