About this program
The Department of Health and Human Services Substance Abuse and Mental Health Services Administration (SAMHSA) funds planning, development, and implementation of Certified Community Behavioral Health Clinics (CCBHCs) and improvement of existing clinics through Project Grants with a CFDA number of 93.696. The most recent award, a $723,751 grant to Cove Behavioral Health in Hillsborough County, Florida, closed on March 4, 2026.
CCBHCs deliver comprehensive, integrated community-based behavioral health treatment regardless of ability to pay. The program funds crisis services available 24/7, screening and assessment, patient-centered treatment planning, outpatient mental health and substance use disorder services, primary care screening and monitoring, targeted case management, psychiatric rehabilitation, peer and family supports, and intensive community-based care for veterans. Recent awards target individuals with serious mental illness (SMI), children with serious emotional disturbance (SED), substance use disorders (SUD) including opioid use, co-occurring mental and substance disorders (COD), and those experiencing behavioral health crises.
The portfolio spans 510 Project Grants (100% of assistance mix) totaling $5.11 billion in federal obligations obligated between August 2021 and March 2026. SAMHSA is the sole funding agency. Award volume declined substantially in recent years: 300 awards in 2022 fell to 143 in 2023, 25 in 2024, and 1 through March 2026, suggesting the program is maturing or shifting. Recent awards average $5 million to $12 million over four-year periods. Representative recent awards include South Dakota ($3 million), Washington State ($2.99 million), North Carolina ($3 million), Maryland ($3.7 million), and Hawaii ($5 million) for planning grants establishing or expanding certification systems and prospective payment models.
Two open opportunities posted December 10, 2025, with due date August 17, 2026: SM-26-014 (CCBHC Planning, Development, and Implementation Grant) for new clinics and SM-26-015 (CCBHC Improvement and Advancement Grant) for existing certified clinics.
