About this opportunity

The Department of Health and Human Services Substance Abuse and Mental Health Services Administration seeks applications for the Certified Community Behavioral Health Clinic Improvement and Advancement Grant to sustain and enhance services at existing CCBHCs serving individuals across the lifespan with or at risk for mental health and substance use disorders, with applications due August 17, 2026.

Eligible applicants are organizations operating certified Community Behavioral Health Clinics that have been certified by their states or participated in a previous CCBHC-Expansion award. The program funds comprehensive, coordinated outpatient behavioral health services including 24/7 crisis services, care coordination, and recovery supports for individuals with serious mental illness, substance use disorders, serious emotional disturbance, and co-occurring disorders, regardless of ability to pay or place of residence.

The program operates under CFDA 93.696, Certified Community Behavioral Health Clinic Expansion Grants. Applicants must respond to evaluation criteria in five key areas: population of focus and statement of need; proposed implementation approach including evidence-based practices and organizational experience; and data collection with performance measurement. Grants are awarded directly by SAMHSA following merit review, program analysis, and National Advisory Council concurrence.

Period of performance is two years. Recipients must comply with 2 CFR 200 Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards and retain records for at least three years beyond the grant period; SAMHSA retains the right to disallow costs and recover funds based on audit or other review, with records retained beyond three years as needed for that purpose.

Synopsis

The purpose of this program is to sustain and enhance services at existing Certified Community Behavioral Health Clinics (CCBHCs). This includes serving individuals across the lifespan with or at risk for mental health and/or substance use disorders (SUDs). CCBHCs are community-based clinics that offer coordinated, evidence-based outpatient services, including crisis services, while also enhancing access for anyone in need and coordinating care to mitigate gaps in care.
