About this opportunity
The Department of Health and Human Services Substance Abuse and Mental Health Services Administration is soliciting applications for grants to develop and establish new Community Behavioral Health Clinics (CCBHCs) addressing gaps in behavioral health services, with applications due August 17, 2026. The program funds newly established CCBHCs only, transforming community behavioral health systems to provide comprehensive, coordinated care regardless of ability to pay.
Eligible applicant types include public agencies, nonprofits, and community health centers capable of meeting CCBHC Certification Criteria. Applicants must deliver a comprehensive range of outreach, screening, assessment, treatment, care coordination, and recovery supports based on needs assessment; provide 24/7 crisis services; and ensure access to mental health and substance use disorder (SUD) services for individuals with serious mental illness, SUD including opioid use disorder, serious emotional disturbance, co-occurring disorders, and those in mental health or substance use-related crisis, regardless of residence or ability to pay.
The program operates on a two-year project period. Awards range from approximately two million to eighteen million dollars. Recent awards support both planning phases and implementation across urban, rural, and frontier communities in multiple states. SAMHSA awards grants directly to applicants following merit review, program analysis, and National Advisory Council concurrence.
Applicants must respond to evaluation criteria in five key areas: population of focus and statement of need, proposed implementation approach including evidence-based practices and organizational experience, and data collection with performance measurement. Compliance with 2 CFR 200 Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards is mandatory. Records must be retained for at least three years beyond the grant period.
The program carries Assistance Listing 93.696 (Certified Community Behavioral Health Clinic Expansion Grants).
