About this program

The Department of Health and Human Services Health Resources and Services Administration (HRSA) administers the Rural Communities Opioid Response Programs (CFDA 93.690), which funds substance use disorder prevention, treatment, and recovery services in rural areas, with multiple recent solicitations posted in August 2026.

The program operates through nine distinct funding tracks: RCORP-Implementation, RCORP-Behavioral Health Care Technical Assistance, RCORP-Psychostimulant Support, RCORP-Neonatal Abstinence Syndrome, RCORP-Behavioral Health Care Support, RCORP-Medication Assisted Treatment Access, RCORP-Overdose Response, RCORP-Child and Adolescent Behavioral Health, RCORP-Impact, RCORP-Pathways, and RCORP-Evaluation. Funded activities include establishing and expanding evidence-based prevention, treatment, and recovery services for substance use disorder and opioid use disorder; medication-assisted treatment access points; rapid overdose response capabilities; behavioral health care for rural youth and adolescents; neonatal abstinence syndrome reduction; and evaluation of RCORP initiative impact.

The portfolio shows extremely limited recent activity: only three Project Grants were awarded, all on September 1, 2019, with combined federal obligations of $226.1 million. The Regional Centers of Excellence in Substance Use Disorder Education Program received all three awards: $78.6 million, $68.8 million, and $78.5 million respectively, each with completion dates in August 2028. No new awards have been disbursed since 2019. HRSA is the sole funding agency under this listing.

Multiple grant opportunities have been recently posted. RCORP-Child and Adolescent Behavioral Health (HRSA-27-043, posted August 21, 2026) funds rural behavioral health services for children and adolescents. RCORP-Overdose Response (HRSA-27-040, posted August 21, 2026) supports gap-filling activities enabling rural communities to respond to overdose crises. RCORP-Community Systems Development (HRSA-27-042, posted August 14, 2026) develops formalized networks expanding behavioral health system capacity. RCORP-Evaluation (HRSA-27-041, posted August 14, 2026) is a Cooperative Agreement evaluating RCORP initiative impact. All recent solicitations are open to domestic public and private entities, including nonprofits, for-profits, state and local governments, tribal entities, and educational institutions, with activity restricted to HRSA-designated rural counties and rural census tracts.
