Eligible applicants include domestic public and private entities, whether nonprofit or for-profit, encompassing 501(c)(3) and non-501(c)(3) nonprofits, state and local governments, tribal governments and organizations, higher education institutions, small businesses, and other unrestricted applicant types. Evaluation criteria include project need, innovation, realistic and measurable goals and objectives, clearly defined network member roles, strength of management plan, community involvement, level of local commitment, costs, and program evaluation plan. Applicants undergo objective review committee evaluation, with final selection made by the HRSA program official with delegated authority.
