About this opportunity

The Health Resources and Services Administration (HRSA) is forecasting grant funding through the Rural Communities Opioid Response Program–Community Systems Development to support rural communities developing and expanding behavioral health systems of care, with application due by a date to be specified in the Notice of Funding Opportunity.

Eligible applicants are unrestricted and include domestic public and private entities, nonprofit and for-profit organizations, state and local governments, tribal governments and organizations, higher education institutions, and small businesses. "Domestic" encompasses the 50 states, District of Columbia, Puerto Rico, Northern Mariana Islands, American Samoa, Guam, U.S. Virgin Islands, Federated States of Micronesia, Republic of the Marshall Islands, and Republic of Palau. Services and activities may only support HRSA-designated rural counties and rural census tracts.

The program funds development and expansion of formalized networks that increase operational and clinical service capacity through coordinated implementation of evidence-based substance use disorder prevention, treatment, recovery, and related services. Activities include new or expanded evidence-based prevention and treatment services; medication-assisted treatment access points; behavioral health care coordination; neonatal abstinence syndrome reduction initiatives; overdose response support; and child and adolescent behavioral health services.

Awards are Project Grants under CFDA 93.690. Initial awards support up to four years of performance and are eligible for non-competitive renewal contingent on satisfactory performance and fund availability. Preapplication coordination is required. Evaluation criteria include project need, innovation, realistic and measurable goals and objectives, clearly defined network member roles, strength of management plan, community involvement, local commitment level, costs, and program evaluation plan. An objective review committee advises HRSA program officials responsible for final selection and funding decisions.
