About this program
The Department of Health and Human Services Health Resources and Services Administration is funding technical assistance, capacity-building, and workforce training initiatives to implement the Alliance for Innovation on Maternal Health (AIM) program, a quality improvement effort to reduce maternal morbidity and mortality through evidence-informed safety practices at birthing facilities nationwide. CFDA 93.688. Two grant opportunities are currently open: the AIM Technical Assistance Center (HRSA-27-027, Cooperative Agreement, posted August 11, 2026) and the AIM Capacity Program (HRSA-27-028, Grant, posted July 31, 2026).
Program activity is nascent in the tracked period. One Project Grant award of $11 million was obligated on September 3, 2025, to support AIM implementation. The award runs through February 28, 2027. No earlier awards appear in the portfolio, making current funding visibility limited; however, the two open solicitations posted within the past two months signal active agency commitment to expand the program.
Eligible applicants include any domestic public or private entity, domestic faith-based and community-based organizations, tribes, and tribal organizations. Competitive awards are typically made for two to five years, with potential for noncompetitive annual continuation awards contingent on satisfactory performance and continued federal appropriation. The review process takes four to six months from application receipt to final award notification.
The AIM Technical Assistance Center (HRSA-27-027) provides technical support to all 50 states, D.C., jurisdictions, U.S. territories, tribal communities, and birthing facilities participating in AIM. The AIM Capacity Program (HRSA-27-028) targets applicants capable of executing data-driven maternal safety and quality improvement initiatives in obstetrics, gynecology, or maternal health, with emphasis on strengthening state, jurisdiction, and tribal capacity to implement and sustain AIM patient safety bundles. A third opportunity, the Maternal Health Emergency Management Training program (HRSA-26-112, Cooperative Agreement, posted April 6, 2026), targets clinicians and first responders in non-delivery and low-resource clinical settings; its application deadline of July 20, 2026, has passed.
Single-audit requirements apply when nonfederal entities expend $1 million or more in federal awards in a fiscal year. Grant accounting records must be retained for three years after submission of the Federal Financial Report.
