About this opportunity

The Health Resources and Services Administration is soliciting applications for one cooperative agreement to develop and disseminate maternal health emergency training and implementation strategies, with an application deadline of July 20, 2026, and a single award ceiling of $3,000,000 total over three 12-month budget periods ending August 31, 2029.

Eligible applicants are domestic public, private, nonprofit, and for-profit organizations with no cost-sharing requirement. The program targets non-delivery and low-resource clinical settings including emergency departments, critical access hospitals, rural hospitals, Indian Health Service facilities, federally qualified health centers, and emergency medical services.

Award recipients must develop two interdependent initiatives: a standardized national emergency maternal health training program providing CME/CE credits at no cost to interdisciplinary healthcare providers addressing leading causes of severe maternal morbidity and mortality, including a train-the-trainer model with role-specific tracks; and targeted implementation strategies translating existing Alliance for Innovation on Maternal Health (AIM) Patient Safety Bundles into actionable approaches for low-resource settings, with pilot testing at minimum three sites.

Merit review assesses need (10 points), response/approach (35 points), performance reporting and evaluation (15 points), impact (10 points), resources and capabilities (20 points), and support requested (10 points). Award notification is expected September 1, 2026. Recipients must comply with 2 CFR Part 200, the HHS Grants Policy Statement, and HRSA's priorities regarding evidence-based healthcare, biological integrity, and the Make America Healthy Again initiative. Annual performance reports are required through HRSA's Discretionary Grants Information System, including tracking training deliveries, provider demographics, geographic distribution, and trainer certifications. The opportunity is funded under CFDA 93.688 (Innovation for Maternal Health).

Synopsis

The Maternal Health Emergency Management Training (MHEMT) program will extend the reach and impact of the AIM program by strengthening the capacity of the broader health care workforce in non-delivery and/or low-resource clinical settings. The primary goal of this program is to increase capacity and improve the quality of care provided by clinicians and first responders who encounter pregnant and postpartum women in non-delivery and/or low-resource clinical settings.
