About this program

The Department of Health and Human Services Centers for Disease Control and Prevention funds HIV prevention and public health activities through Assistance Listing 93.523, with the most recent grant awards dated September 30, 2010—sixteen years ago.

This program is inactive. No grant awards have been disbursed since 2010, and no open solicitations are currently posted. The two most recent grant opportunities in the source are from 2011 and 2012, representing continuation and phase-two awards for a closed cohort of eligible recipients.

When active, the program funded expanded HIV surveillance activities, HIV testing and linkage to care services, comprehensive HIV prevention interventions including behavioral and clinical services in jurisdictions with highest AIDS burden, and technical assistance and program monitoring. The 2010 awards targeted enhanced comprehensive HIV prevention planning in major metropolitan areas including New York City, Los Angeles County, Chicago, San Francisco, Washington D.C., Baltimore, Dallas, Miami, and other high-prevalence jurisdictions.

All awards under this program took the form of Cooperative Agreements. The CDC obligated $11.6 million across twelve awards in 2010, the program's only active funding year in the dataset. Individual award values ranged from approximately $848 thousand to $1.58 million, with New York City's award the largest at $1.58 million and Los Angeles County at $1.06 million.

Recent grant opportunities were limited to continuation and phase-two funding for a predetermined set of twelve eligible entities in specific metropolitan statistical areas designated as most affected by HIV/AIDS. The Phase II solicitation (CDC-RFA-PS11-1117, due May 25, 2011) explicitly restricted applicants to the twelve entities previously funded in Phase I, including the New York City Department of Health and Mental Hygiene, Los Angeles County Public Health Department, District of Columbia Department of Health, and nine others named in the FOA.

Organizations seeking CDC HIV prevention funding should monitor for new solicitations or consider related active CDC grant programs, as this particular Assistance Listing has not disbursed awards in over fifteen years.

Objective and description

Objective

Program activities under this funding will allow for CDC partnership with state and local health departments and other agencies to substantially reduce HIV risk and incidence. Specifically, the program activities may include but are not limited to: 1. Expanded and improved surveillance activities, including a laboratory reporting supplement to the current surveillance program to enable state and local health departments to improve the reporting of HIV laboratory data with special emphasis on CD4 and VL test results. 2. Increased HIV testing and linkage to care services. 3. Comprehensive HIV prevention activities, including the implementation of a structured, evidence-based collection of HIV prevention interventions in a limited number of jurisdictions with the most cases of AIDS. Interventions will include HIV testing, linkage and retention in care, Prevention with Positives including antiretroviral therapy and behavioral interventions, prioritized behavioral interventions for people at highest risk of HIV infection, condom distribution, and enhanced policy, systems, and environmental approaches. 4. Activities to support the above efforts, including program monitoring and evaluation, capacity building, and technical assistance.
