About this program

The Department of Health and Human Services Health Resources and Services Administration (HRSA) funded the Affordable Care Act Primary Care Residency Expansion Program (CFDA 93.510), a time-limited initiative with the most recent grant award dated July 1, 2013, nearly thirteen years ago. This program is no longer active and no recent grant opportunities are posted.

The program provided five-year funding support to accredited primary care residency training programs in family medicine, general internal medicine, and general pediatrics to expand their training positions. Grantees committed to increasing post-graduate year one positions by one to four annually across five consecutive years, with HRSA providing $80,000 per expanded position per year. Eligible applicants were public or nonprofit private hospitals, schools of medicine or osteopathic medicine, or public or private nonprofit entities capable of carrying out the grants. Project participants (residents) had to be U.S. citizens, non-citizen nationals, or foreign nationals with permanent-residence visas; temporary and student visa holders were ineligible.

HRSA awarded 98 Project Grants totaling $148.9 million in federal obligations across the program's active period from 2010 through 2013. The portfolio concentrated heavily in the first round, with 96 awards in September 2010 and only two final awards in July 2013. Representative awards include a $3.84 million grant to expand general pediatrics training at one institution (September 2010), a $3.84 million award to a family medicine residency program (September 2010), and a $3.49 million award to expand general internal medicine positions (September 2010). Award magnitudes typically ranged from $500 thousand to $3.8 million over the five-year funding periods.

Because this program's final awards were issued in 2013 and funded five-year commitments concluding by 2018, the initiative has concluded. Pursuit is not viable unless HRSA reauthorizes the program under a new solicitation cycle.

Objective and description

Objective

The Primary Care Residency Expansion program was a five-year initiative to increase the number of physicians trained in family medicine, general internal medicine, and general pediatrics residency programs. Grantees are primary care residency programs that commit to increasing their number of training positions by one to four new post-graduate year one positions for five consecutive years. Awards facilitate this expansion by providing $80,000 per expanded position per year.
