About this program
The Department of Health and Human Services Office of the Assistant Secretary for Health funds program and systems innovation, policy, and strategic communications to advance women's health through evidence-based methodologies, with the most recent award made May 19, 2026 (CFDA 93.088).
The program funds demonstration projects, training initiatives, and care coordination models addressing high-burden gynecological and reproductive health conditions, maternal health crises, and violence prevention. Recent awards support multidisciplinary clinical care programs for polycystic ovary syndrome and endometriosis; provider and patient education on reproductive health conditions in federally qualified health centers; web-based peer support platforms for pregnant and postpartum women with substance use disorders; integrated screening and response to intimate partner violence and substance use disorder in perinatal care; eating disorder detection and intervention in adolescent girls; and training to identify and address bulimia nervosa in underserved communities. A significant share of awards address the intersection of intimate partner violence, substance use disorder, and maternal mortality, with projects establishing state-level coordination bodies, implementing evidence-based screening protocols, and developing public health surveillance systems.
Awards are predominantly Project Grants (59 percent) with a smaller share of Cooperative Agreements (41 percent). The Department of Health and Human Services Office of the Assistant Secretary for Health issued 102 awards accounting for $148.5 million in federal dollars obligated; the HHS Immediate Office of the Secretary issued 9 awards accounting for $8.9 million. Combined federal and non-federal dollars obligated total $158.6 million across 111 awards since 2007. Award cadence has been variable—one award was made in 2026 to date; 19 awards in 2022; 14 in 2021; and 8 in 2019. Recent awards have ranged from $800 thousand to $7.5 million; a single mega-award of $19.1 million to JSI Research & Training Institute supported the National Training Center for Family Planning and Teen Pregnancy Prevention.
Recent project grants funded medical nutrition therapy for polycystic ovary syndrome in Houston ($1.6 million), intimate partner violence and substance use disorder training in West Virginia ($4.2 million), multidisciplinary PCOS clinical care at an academic hospital ($1.3 million), endometriosis screening in women with opioid use disorders in New Jersey ($1.75 million), and eating disorder interventions for adolescents in Missouri ($3.5 million). A cooperative agreement to HATCH, INC. for $7.5 million (awarded May 2026, completing May 2028) represents recent funding at scale.
Multiple grant opportunities are currently open or recently posted. WH-AST-26-003 (NAVIGATE Reproductive Center of Excellence) and WH-AST-26-004 (Medical Forensic Access Initiative) both closed August 5, 2026. WH-AST-26-001 and WH-AST-26-002 (Safe Homes initiatives for sexually exploited and abused women and girls) closed July 20, 2026. WH-AST-25-001 (Pregnancy and Postpartum Hypertension Control Initiative) closed April 2, 2025 but remains in the opportunity record. The program has posted opportunities annually across women's health priorities including maternal mortality reduction, reproductive health condition management, violence prevention, and emerging threats like eating disorders and opioid misuse.

Eligibility
- Applicant eligibility
Nonprofit organizations may be required to provide evidence of tax-exempt status. When projects involve the collaborative efforts of more than one organization or require the use of services or facilities not under the direct control of the applicant, written assurances of specific support or agreements may be required from the affected parties.
- Beneficiary eligibility
All women and girls, adults and children. Project activities must not involve the selection or exclusion of participants based on race or ethnicity.
- Uses of assistance
Funds may be used to implement evidence-based strategies to achieve program objectives. Applicants should identify, test, evaluate, and promote effective, sustainable programs, policies and strategic communications for women and girls. Funds are to support reasonable program purposes including staffing, supplies, and services. Any restrictions on costs are described in the Notice of Funding Opportunity.
- Length and time phasing of assistance
Awards are generally funded in 12-month budget period(s). Awards generally have a period of performance of 1 to 3 years, but may be up to 5 years. Support beyond the first year is contingent upon acceptable evidence of satisfactory progress, availability of funds, continuing program relevance, and best interests of the government. A competitive additional budget period may be offered for the purpose of funding selected recipients in transitioning successful projects to sustainability once the period of performance ends. Funding for this additional budget period is not guaranteed nor do we expect it to be at the same level of any previous budget periods.
How to apply
- Application procedure
To apply, applicants must access the Notice of Funding Opportunity (NOFO) thru www.grants.gov. Enter the Assistance Listing number and follow the website instructions. Applications received after the deadline will not be accepted for review. The submission deadline will not be extended. Applications which do not conform to the requirements of the NOFO will be deemed ineligible and not reviewed. Applications may only be submitted electronically via www.grants.gov. Any applications submitted via any other means of electronic communication, including electronic mail, will not be accepted for review.
- Criteria for selecting proposals
An independent review panel evaluates applications that pass the screening and meet the responsiveness criteria in the Notice of Funding Opportunity (NOFO). These reviewers are experts in their fields, and are drawn from academic institutions, non-profit organizations, state and local government, and Federal government agencies. Based on the Application Review Criteria as outlined in the NOFO, the reviewers will comment on and rate the applications, focusing their comments and rating decisions on the identified criteria. In addition to the independent review panel, Federal staff will review each application for programmatic, budgetary, and grants management compliance.
- Award procedure
Final award recommendations will be made by the head of the program office to the Grants Management Officer, using information from the independent merit review panel and the Federal staff reviews. Following a risk assessment as required by 45 CFR part 75, the Grants Management Officer may issue awards. Funded organizations receive a Notice of Award that includes all of the details of their award, and are assigned to a project officer from the program office and a Grants Management Specialist from the OASH Grants and Acquisitions Management Division.

Budget periods after the first are generally made after review and approval of a non-competing continuation application subject to satisfactory performance, availability of funds, and the best interest of the government. A recipient may request a no cost extension or may compete for a new award under a posted notice of funding opportunity in this program.
