About this opportunity
The Department of Health and Human Services Office of the Assistant Secretary for Health is soliciting applications for practical, data-driven, and scalable projects supporting States, Tribal communities, healthcare systems, and community-based organizations in improving access to medical forensic examinations for women and girl survivors of sexual assault, with applications due August 5, 2026 at 11:59 p.m.
Eligible applicants include any public or private (for-profit or nonprofit) entity located in the United States or U.S. territories, with greater consideration given to State, Local, Tribal, and Territorial entities. Applicants must implement evidence-based healthcare systems improvement activities, support workforce capacity development, and establish data collection and reporting systems demonstrating measurable progress toward improving access to forensic examinations. Projects should identify barriers, service gaps, workforce shortages, geographic gaps, wait times, and system-level challenges impacting survivor access to timely forensic healthcare services.
Total estimated funding is $5 million, with anticipated awards ranging from $500,000 to $1 million per grant. One to five awards are expected. The period of performance consists of 12-month budget periods for up to 36 months total, including a 12-month first budget period and 12-month second budget period with an optional competitive third year. Budget periods after the first are subject to review and approval of a non-competing continuation application, satisfactory performance, and availability of funds.
The program is assigned to CFDA 93.088, Advancing System Improvements for Key Issues in Women's Health, and aligns with Sections 503 and 504 of the Violence Against Women Act Reauthorization Act of 2022. Applications must be submitted electronically via Grants.gov and comply with specific formatting requirements: double-spacing, 12-point font, 8.5" x 11" pages, with project narrative limited to 25 pages and total narrative plus appendices limited to 50 pages. A technical assistance webinar is scheduled for June 29, 2026.
