About this program

The Centers for Disease Control and Prevention is awarding grants under the State Vital Statistics Improvement Program (CFDA 93.066) to enhance the National Vital Statistics System by improving vital statistics data quality, timeliness, and public health utility; building workforce competencies; and supporting accreditation of state vital statistics programs, with most recent grant activity dated September 2017.

Program activity has slowed significantly. Only four grants have been awarded since the program's inception in 2007, with the most recent award nearly nine years ago. The portfolio shows sparse award cadence: one grant in 2007, two in 2012, and one in 2017. A grant opportunity was posted on June 1, 2021 with a due date of May 7, 2022 (CDC-RFA-SH22-2201); no subsequently posted opportunity is evident from the source. The program structure provides for project periods of one to five years with potential non-competitive continuation subject to satisfactory progress and fund availability.

Funded activities center on evaluating and promoting data quality and timeliness strategies across state vital statistics programs, developing the vital statistics workforce through training, supporting program accreditation, and providing technical assistance. The 2017 Cooperative Agreement (NU38SH000018, $5.7 million over five years) and the 2012 Cooperative Agreement (U38SH000017, $3 million over five years) exemplify the scope. The program is predominantly Cooperative Agreements (75 percent of awards) with a smaller share of Project Grants (25 percent).

The CDC has obligated $11.7 million in combined federal dollars across all four awards, with funding concentrated entirely within the CDC. Recent award amounts suggest a typical magnitude in the $2.8 million to $5.7 million range over five-year project periods, though the 2021 NOFO forecast a ceiling of $3.6 million for five-year awards ($720 thousand annual).

Applicants must obtain a letter of support from all 57 jurisdiction vital statistics offices confirming established relationships, experience supporting vital statistics standards and best practices, and convening capability. Applications requesting amounts above the funded level are nonresponsive and receive no further review. Award decisions follow peer review of scientific and technical merit, fund availability, and program alignment with CDC priorities. The review and approval process requires approximately 120 days from application receipt.

How to apply

Criteria for selecting proposals

Applications will be evaluated on the review criteria described in the Notice of Funding Opportunity Announcements (NOFOs). In general, the review and selection process of complete and responsive applications to the NOFO consists of determination of the scientific and technical merit by objective or peer review, availability of funds, and relevance of program priorities and the priorities of CDC.

Award procedure

After review and approval, a Notice of Award (NoA) will be prepared and processed, along with appropriate notification to the public. Initial awards provide funds for the first budget period (usually 12 months) and the NoA will indicate support recommended for the remainder of the project period, allocation of Federal funds by budget categories, award requirements, and special conditions, if any.

Deadlines

Check Grants.gov for any relevant NOFO information regarding processes for applying for assistance.

Time to approval or disapproval

About 120 days from receipt of application.

Renewals

Project period of performance is 1 to 5 years. After initial awards, and subject to availability of funds, projects may be continued non-competitively contingent upon satisfactory progress by the recipient (as documented in required reports) and the determination that continued funding is in the best interest of the Federal government.
