About this program
The National Archives and Records Administration funds preservation, digitization, and online publication of historical records collections through the National Historical Publications and Records Commission (NHPRC), Assistance Listing 89.003, with the most recent grant award dated August 1, 2025.
The program has distributed $212.8 million in federal dollars across 1,967 Project Grants since 2000, with annual award volume ranging from 73 to 111 grants per year over the past five years. Recipients contributed an additional $87.9 million in non-federal cost-share, bringing combined obligated dollars to $300.7 million. Award magnitudes span a wide range: recent grants include small preservation initiatives under $20 thousand alongside major collaborative digitization projects exceeding $10 million. Notably, a September 2024 award (ED10498224) provided $10 million for a multi-year collaborative initiative, while another (ED10499124) awarded $3 million; simultaneously, numerous awards fall in the $80,000 to $150,000 band typical of standalone institutional projects.
Funded activities center on arranging and describing archival collections, converting existing descriptions for online access, creating new online finding aids, and digitizing historical records to make them freely available online. Recent awards support diverse projects including collaborative initiatives to improve public discovery of congressional records, capacity-building at historically Black colleges and universities, publishing online scholarly editions of historical documents across all media types (documents, photographs, born-digital records, analog audio and video), and public engagement projects enlisting "citizen archivists" to transcribe and annotate digitized materials. Collections documenting Black, Indigenous, and People of Color history receive emphasis.
Multiple grant opportunities with November 5, 2025 deadlines remain open. The Archival Projects program (ARCHIVAL-202511) accepts applications from state and local governments, higher education institutions, tribal governments, and nonprofits seeking up to $150,000 for projects improving online discovery and use of historical records collections. The Publishing Historical Records in Collaborative Digital Editions program (EDITIONS-202511) funds online publication of all types of historical records across thematic and individual-figure projects. Additional active opportunities include Archives Collaboratives (three-or-more-repository consortia for shared platform development and institutional advancement), State Board Programming Grants (supporting state historical records advisory boards in regrant programs and traveling archivist services), and the HBCU Capacity Building program (collaborative teams strengthening archival infrastructure at historically Black institutions). All funding is discretionary and subject to biannual National Historical Publications and Records Commission meetings where recommendations are reviewed before formal award by the Archivist of the United States.
