About this program
The Environmental Protection Agency's Office of International and Tribal Affairs funds international environmental capacity building, governance strengthening, and transboundary pollution prevention through CFDA 66.931, with the most recent grant award issued on January 1, 2026.
The program funds concrete international environmental activities including solid waste management training for Arctic communities, U.S.-Mexico border environmental projects addressing air and water quality, hazardous waste response capacity, environmental governance enhancement in trading partner countries, and technical assistance partnerships with multilateral organizations. Recipients conduct capacity-building workshops, training seminars, feasibility studies, and on-the-ground project implementation in target regions, with emphasis on strengthening environmental laws, enforcement, and public participation in developing nations.
Over 206 awards since 2002, the program has obligated $68 million in federal dollars. Award cadence has been modest and variable—one to three awards annually in recent years—with the most recent award in January 2026. Awards are predominantly Project Grants (96 percent), with a smaller share of Cooperative Agreements (3 percent) and a single Formula Grant. The Environmental Protection Agency accounts for 189 awards totaling $37.8 million; the EPA Office of International and Tribal Affairs specifically has issued 7 awards for $25.1 million, while EPA Region 6 and Region 9 have contributed 7 and 3 awards respectively at $3.6 million and $1.6 million combined.
Recent representative awards include a $40 thousand Cooperative Agreement to Alaska Forum, Inc. for Arctic landfill operator training (January 2026); a $4.359 million Project Grant to the Organization for Economic Cooperation and Development for global environmental policy and health protection work (October 2023); and multiple Border 2025 Project Grants to the North American Development Bank ranging from $139 thousand to $200 thousand for U.S.-Mexico border environmental improvements across water quality, air quality, and waste management (2023–2024).
The most recently posted grant opportunity, EPA-OITA-2023-001 (due March 1, 2023), solicited Cooperative Agreement proposals for international environmental governance capacity building in Central America, the Caribbean, South America, the Middle East and North Africa, and other bilateral regions. No current open opportunities are present in the source. Application review typically takes approximately 180 days, with EPA incrementally funding grants and cooperative agreements subject to satisfactory progress and continued fund availability.
