About this program

The Environmental Protection Agency is funding community-driven environmental and climate justice projects in disadvantaged communities under Assistance Listing 66.616 (Environmental and Climate Justice Community Change Grants Program), with the most recent award dated June 1, 2025 and 81 awards distributed in 2025 alone.

The program funds community-led air and other pollution monitoring, prevention, and remediation; investments in low- and zero-emission and resilient technologies and related infrastructure and workforce development; climate resiliency and adaptation; mitigation of urban heat islands, extreme heat, wood heater emissions, and wildfire events; reduction of indoor toxics and indoor air pollution; and facilitation of disadvantaged community engagement in State and Federal advisory groups, rulemakings, and other public processes. Recent awards reflect this scope: Palm Beach County's $3 million grant trained 180 community supporters on climate resilience planning; the University of Virginia received $20 million to improve water and sanitation infrastructure in Utqiaġvik, Alaska, while preserving Inupiat traditions; the Santa Ynez Band of Chumash Indians received $19,993,324 to restore 214 acres of degraded land through regenerative farming and install a solar microgrid; and the City of New Haven received $20 million to deploy four interconnected strategies across 14 neighborhoods addressing community infrastructure, housing, materials management, and transportation.

The portfolio shows 103 total federal awards obligating $1.51 billion in combined federal dollars (with $1.52 billion total obligated including non-federal shares). All 103 awards are Project Grants. EPA Regions 10 and 9 dominate by federal dollars obligated, funding 17 and 20 awards respectively ($286.5 million and $278.1 million), followed by EPA Regions 4, 5, and 2. Award volumes accelerated dramatically: 22 awards in 2024 versus 81 in 2025, with the most recent award on June 1, 2025.

The November 21, 2023 NOFO closed on November 21, 2024, offering approximately $2 billion across Track I ($10 million to $20 million awards for large transformational projects) and Track II ($1 million to $3 million awards for meaningful engagement). A separate UPLIFT Climate and Environmental Community Action Grant opportunity (EPA-R-HQ-UCECA-25-01) posted December 17, 2024 with a February 25, 2025 deadline, supporting partnerships between institutions of higher education and community-based organizations to develop community-of-practice networks and subaward programs in disadvantaged communities.
