About this program
The Environmental Protection Agency funds competitive technical assistance, data management, monitoring, and small watershed grant administration activities supporting restoration and protection of the Chesapeake Bay and its watershed under CFDA 66.466, with the most recent award dated January 2026 and a current open opportunity due May 1, 2026.
The program supports a portfolio of 612 grants spanning since 1997, with combined federal obligations of $1.03 billion and total obligated dollars (including recipient cost-share) of $1.83 billion. Activity has remained consistent, averaging 6 awards annually over the past five years with 11 awards in 2023 and 7 in 2024. Funding is predominantly Project Grants (593 awards, 97 percent), with a small Cooperative Agreement component (18 awards, 3 percent) and one Formula Grant.
The Environmental Protection Agency and EPA Region 3 together account for all 612 awards. By federal dollars obligated, EPA Region 3 leads with $538.8 million across 72 awards, while the broader EPA accounts for $493.6 million across 540 awards. The concentration reflects a Bay region–based funding stream with substantial headquarters-level participation in multistate initiatives.
Awards fund concrete activities: cloud-based data infrastructure operation and cybersecurity for the Chesapeake Center for Collaborative Computing; high-resolution land cover and hydrography dataset development for watershed planning and best management practice siting; hydrodynamic-water quality modeling of tributaries under climate change scenarios to 2035; submerged aquatic vegetation monitoring via satellite remote sensing; stormwater best management practice climate resilience guidance and tools; nutrient limitation assessment on tidal waters; community capacity-building for frontline organizations; and outreach to underserved populations. Recent awards to the National Fish and Wildlife Foundation for Small Watershed Grants and Innovative Nutrient and Sediment Reduction programs ($78 million and $88 million respectively obligated) support competitive subaward programs to local governments and nonprofits for implementation of nutrient and sediment reduction practices and watershed restoration.
Representative recent awards include $78.3 million obligated to NFWF for the Innovative Nutrient and Sediment Reduction (INSR) grant program administration (January 2024, with up to $20 million contingent); $52.3 million obligated to NFWF for Small Watershed Grants program administration (November 2023, with up to $45 million contingent); $2.94 million to University of Maryland Center for Environmental Science for technical analysis and modeling support (December 2023, with up to $4.68 million contingent); and $1.43 million to UMCES for cloud infrastructure administration and cybersecurity (January 2026, with up to $6.1 million contingent).
Two grant opportunities are currently posted. EPA-R3-CBP-26-01 (Advisory Committee Coordination Support for the Chesapeake Bay Program Partnership) closes May 1, 2026 and seeks a single recipient to coordinate four advisory committees representing watershed stakeholders, local government, agriculture, and the scientific community. EPA-R3-CBP-25-01 (Chesapeake Center for Collaborative Computing), posted July 2025 with due date September 10, 2025 now passed, solicited operation and enhancement of the cloud-based data infrastructure.
