DESCRIPTION:THIS AGREEMENT PROVIDES SUPPORT TO THE STATE OF OREGON TO IMPLEMENT ITS NONPOINT SOURCE MANAGEMENT PROGRAM, FOCUSING ON WATERSHEDS WITH WATER QUALITY IMPAIRMENTS CAUSED BY POLLUTED RUNOFF FROM NONPOINT SOURCES. NONPOINT SOURCE IMPLEMENTATION PROJECTS INCLUDE A VARIETY OF STRUCTURAL AND NON-STRUCTURAL BEST MANAGEMENT PRACTICES (BMPS), WATERSHED PLANNING, RIPARIAN RESTORATION, BMP EFFECTIVENESS MONITORING, AND EDUCATION/OUTREACH. ACTIVITIES:THE PROPOSED WORK IN THIS AGREEMENT INCLUDES FIVE PROJECTS THAT WILL IMPLEMENT RIPARIAN RESTORATION BMPS, BMPS EFFECTIVENESS MONITORING, AND OUTREACH AND EDUCATION. SUBRECIPIENT:THE ACTIVITIES UNDER THE FIVE SUBAWARDS INCLUDE MONITORING AND INCENTIVES TO IMPROVE STREAM FLOW FROM IRRIGATION DITCHES, RIPARIAN PLANTING TO IMPROVE STREAM TEMPERATURE, PROPAGATION AND DISTRIBUTION OF NATIVE PLANTS FOR WATERSHED RESTORATION, AND PLANTING RIPARIAN BUFFERS. OUTCOMES:THE ANTICIPATED DELIVERABLES AND EXPECTED OUTCOMES INCLUDE NUTRIENT REDUCTION AND SEDIMENT REDUCTION, STREAM FLOW IMPROVEMENTS, TEMPERATURE REDUCTION, COORDINATION WITH PARTNER AGENCIES, OUTREACH AND EDUCATION. DIRECT BENEFICIARIES OF THIS PROGRAM INCLUDE ALL STATE RESIDENTS AND OCCUPANTS, BOTH PERMANENT AND TEMPORARY, AS WELL AS OVERBURDENED AND UNDERSERVED.

Fiscal Year (FY) 2025 Funding Opportunity for Indian Tribes and Intertribal Consortia for Nonpoint Source Management Grants Under Clean Water Act Section 319
This Notice of Funding Opportunity (NOFO) is issued by the U.S. Environmental Protection Agency (EPA) under the Clean Water Act (CWA) Section 319 Nonpoint Source (NPS) Implementation Grants program. It announces approximately $3.5 million in Fiscal Year 2025 funding to support Tribal projects primarily focused on implementing on-the-ground best management practices (BMPs) to protect or restore waters from sources of NPS pollution. Eligible applicants are federally recognized Indian Tribes and intertribal consortia that have EPA-approved NPS assessment reports and management programs. Applications will be evaluated based on criteria such as project location, NPS problem, goals/results, workplan, BMP technical merit, budget, and past performance. The application deadline is December 11, 2024. Eligible applicants can request up to $125,000 in federal funds, with a minimum 40% non-federal cost share/match requirement. The EPA will reserve a portion of funds to make approximately 5 awards to Tribes that have not received a CWA Section 319 competitive grant in the last 5 years. In addition to implementing NPS BMPs, applicants may use up to 25% of requested federal funds for other eligible activities like watershed planning. Awards will be made under CFDA 66.460 Nonpoint Source Implementation Grants.

FY 2019 Request for Applications from Indian Tribes and Intertribal Consortia for Nonpoint Source Management Grants Under Clean Water Act (CWA) Section 319
EPA is soliciting applications pursuant to Section 319 of the Clean Water Act (CWA) from eligible tribes and intertribal consortia to develop and/or implement watershed-based plans and implement watershed projects that will result in significant steps towards solving Nonpoint Source (NPS) impairments on a watershed-wide basis. Eligible entities are strongly encouraged to submit applications that develop and/or implement watershed-based plans designed to restore NPS-impaired waters and protect waters from NPS pollution. Eligible tribes and intertribal consortia may apply for competitive funding by submitting an application for up to a maximum budget of $100,000 of federal CWA section 319 funding (plus the additional required non-federal cost share/match of the total project cost).

Fiscal Year (FY) 2023 Request for Applications from Indian Tribes and Intertribal Consortia for Nonpoint Source Management Grants Under Clean Water Act Section 319
This Request for Applications (RFA) is issued pursuant to Clean Water Act (CWA) §319(h), which authorizes EPA to award grants to eligible Tribes and intertribal consortia to implement approved NPS management programs developed pursuant to CWA §319(b)(1) "for controlling pollution added from nonpoint sources to the navigable waters" and "improving the quality of such waters."2 NPS management programs must identify "best management practices and measures which will be undertaken to reduce pollutant loadings resulting from each category, subcategory, or particular nonpoint source" identified in the Tribe's NPS assessment report developed pursuant to CWA §319(a). After allocating CWA §319 Tribal funds for Tribal base grant work plans, EPA allocates the remaining CWA §319 Tribal funds to eligible entities according to the competitive procedures in this RFA. NPS Projects Solicited Under This Announcement: The funding available through this RFA will support Tribal projects primarily focused on implementing on-the-ground best management practices (BMPs) that will help protect or restore waters from sources of NPS pollution. All applications must include an on-the-ground project to implement NPS BMPs. As described below, applicants may also use up to 25 percent of requested federal funds to support other eligible project activities, including the development of a nine-element watershed-based plan (i.e., up to $31,250 of a $125,000 federal grant request). Tribal staff time supporting the implementation of NPS BMPs is not included in this 25 percent cap. Please note the narrow definition of a "nine element watershed-based plan" specific to EPA's NPS Program, described in Section I of the funding opportunity announcement.
