About this opportunity

The Environmental Protection Agency is soliciting applications from federally recognized Indian Tribes and intertribal consortia to implement nonpoint source management programs under Clean Water Act Section 319, with applications due November 9, 2026. The EPA anticipates awarding approximately $3.5 million across 20 awards, with individual awards up to $175,000 in federal funds and project periods of 1–2 years. Applicants must demonstrate a non-federal cost share of at least 40 percent of total project costs, though this requirement may be reduced to 10 percent upon demonstration of fiscal hardship or waived if funds are included in an approved Performance Partnership Grant.

Eligible applicants must be federally recognized Tribes or intertribal consortia that hold, as of October 10, 2025, an EPA-approved nonpoint source assessment report, an EPA-approved nonpoint source management program, and Treatment-in-a-Manner-Similar-to-a-State (TAS) status under Clean Water Act Section 518(e). A set-aside reserves funds for up to five Tribes that have not received a competitive Section 319 Tribal grant in the preceding five fiscal years (FY 2021–FY 2025).

Projects must implement best management practices (BMPs) addressing identified nonpoint source pollution sources, with a minimum of 75 percent of federal funds directed to on-the-ground BMP implementation. Up to 25 percent of federal funds may support watershed-based plan development, monitoring, training, and education. Administrative costs cannot exceed 10 percent of the total grant award. All projects must relate to on-the-ground work within a reservation or demonstrating clear impacts on Tribal waters.

Applications submitted through Grants.gov are evaluated on seven criteria totaling 100 points: project location (15 points), nonpoint source pollution problem identification (10 points), project goals and environmental results (15 points), project workplan (25 points), BMP technical merit (20 points), project budget reasonableness (10 points), and past performance (5 points). The Project Narrative is limited to 15 pages.
